As far as I know, the 'law' states that it is illegal. Whether it is acceptable or not is another story. Many women sunbathe topless at the split. If you are discreet, as you mentioned, I would imagine, it wouldn't be 'offending' anyone, as who would see you, but the birds and crocodiles...
