A few years after the Department of Homeland Security developed its No Fly List and No Fly Watch or "Selectee" List, the Washington Post and San Francisco Chronicle reported the screening system was based on an algorithmic software known as Soundex. A crude, antiquated algorithm developed in 1918 to analyze U.S. Census data, Soundex is based on the English language and, as a result, has a few deficiencies when it comes to trying to match Arabic names.

Soundex works, generally, by removing vowels from names and then assigning numerical values to the remaining consonants.

To see just how poorly Soundex performs, visit http://nofly.s3.com and type in your name to assess your chances of being on the No Fly or Watch List. This is the only known publicly available site for checking your name against potential terrorist identities and databases. It was developed by S3 Matching Technologies of Austin, Texas. The company's database technicians merged the best known data on terrorists with the Soundex system to create the site.

Homeland Security continues to use an algorithm that is approaching 100 years of age to deal with a 2007 problem. It finds about 85% false matches. By using software from this century, and still matching nothing more than names as data points, the federal government could improve the system by a minimum of 50 percent and remove tens of thousands of innocent travelers from the list. The current system tags so many airline passengers that TSA screeners are too busy dealing with non-terrorists to notice if any of the real bad guys slip past.

In the meantime, Homeland Security has put up a new web site asking you for personal information if you think you are wrongly listed and want to be removed from the data base. The Travelers' Redress Inquiry Program ( http://www.tsa.gov/travelers/redress/index.shtm ) is supposed to facilitate an easy removal of your name from the No Fly lists, if you have been incorrectly tagged by Soundex. I have already proved my citizenship to TSA and Homeland Security dozens of times with similar documents as those required by the TRIP site. But I remain on the list, as do thousands of other innocent Americans. Regardless, I have filled in the TRIP forms and have sent in the requisite copies of documents.

TSA recognizes that some people have been inadvertently subjected to
frustrating delays at airports as a result of being mistaken for an
individual who, in fact, is on a watch list.

We regret this inconvenience
and have developed a procedure that is designed to expedite the
clearance process for individuals who experience these delays.

As part of this procedure, we ask that you complete the attached
Passenger Identity Verification (PIV) Form to assist us in assessing your
situation
TSA will be unable to process your request for assistance
without the information requested on the PIV Form. We will use the
information provided to research your specific case and will notify you in
writing of our determination. If your information distinguishes you from
an individual on a TSA watch list, we will contact the appropriate
parties, including the airlines, in an effort to streamline your check-in
process.

While TSA cannot ensure that this procedure will alleviate all delays,
we hope it will facilitate a more efficient check-in process for you.
Additionally, TSA has issued guidance to the airlines to further
clarify the watch list clearance protocol. The airlines may still require a
brief period of time to comply with identity verification requirements
prior to issuing your boarding pass.

Please be assured that the
passenger identity verification information, including biographic data, which
is provided to U.S. and foreign air carriers, is considered Sensitive
Security Information and, as such, is protected from unauthorized
disclosure.

If you wish to proceed with this process, please forward the completed
PIV Form (with your original signature) along with the requested
notarized/certified copies of records to the following address:

Transportation Security Administration
TSA-901
601 South 12th Street
Arlington, VA 22202.

TSA compiles the Watch Lists based on recommendations and information received from Federal agencies,

including intelligence and law enforcement agencies.

TSA requires the airlines to verify each passenger's name against the Watch Lists prior to clearing that person for travel.

we ask that you complete the enclosed Passenger Identity Verification Form (PIVF). TSA will be unable to process your request without the information requested on the PIVF.

Please understand that the TSA clearance process will not remove a name from the Watch Lists.

HERE is the one i just love..........

Airline personnel can then more quickly determine when implementing TSA-required identity verification procedures that these passengers are not the person of interest whose name is actually on the Watch Lists.
