I know that you have to pay a departure tax at the border of 18.75 usd leaving Belize and going into Mexico.

Couple of questions:

1 - Can you go to Mexico by boat? Is it on 3.75 usd that way?

2 - Is there a departure tax by Mexico coming back into Belize?

3 - Can a gringo enter the Free Zone, make purchases and then return to Belize without going through the leaving and returning hassle?
