Things are changing to promote and accept more catch and release as is obvious from the report. Fishing guides are realizing the economic value of these species. Many other fishermen, commercial, still consider anything that swims to be eaten. As far as foreigners telling them what to do, I think the acceptance of catch and release has come about from guides seeing the $ potential, not so much us telling them how important it is. Unfortunatly, that $$$ incentive does not reach some of the areas where people fish to eat.
