With all the talk about South Beach and the recent article in the Daily about the developer not finishing his previous sewage plant jobs, it makes an outsider wonder why the environmental review board doesn't make the developers on the island plan and construct the utility systems before they can start building condos,,, like they do in other parts of the world.

They wouldn't have enough to start the rest of the project.

Well,,, Then,,, Who needs them?
