O.K. there's a loophole. If the items are made in another country, and declared when you enter Belize, and the customs duty paid on the wholesale cost of materials (show receipts) or fair wholesale value, then you are considered a "Trader" and do not need a work permit. You can not sell to the public directly, like setting up a table on the beach, however, you can sell to the local gift shops. If you're making the paintings or crafts while living in Belize, you're considered "working" and need a permit. Most people don't care, however if you [#%!] someone off, they can have you deported, and I personally know of a case where an artist was deported for "working" in Belize.
