I don't know about the specific places you mentioned, but I can offer some general advice for learning to scuba.
The best use of your time is to take a scuba class at home and then if the water is too cold, do your check-out dives with a PADI certified dive shop at your destination. Then you will be a fully certified Open Water diver. If you opt for the resort course, you will be able to dive but why not get certified so you won't be restricted each time you dive?
I got certified in a quarry in your state (Gilboa). It was cold and convinced me to skip Great Lakes diving, but I got my C-Card. My friend who came to AC with me did the resort course. She had a great time, but she wishes she had had the time to take the class before she got there. It was all a little overwhelming.
Whatever you decide, I highly recommend the Amigos Del Mar dive shop. They do a great job and have an excellent reputation among divers.
