I don't want to get in the middle of something here but could I ask where this whole house regulator/surge suppressor can be purchased on the island?

The first item in this link was posted at 7:41; that was 41 minutes AFTER the electric went off - as did the internet and phones.

I did read on San Pedro Daily that there was a scheduled outage this coming Sunday but have not received any other notice about it.
