Tourism and Leisure Set to Develop Master Plan for the Belize Tourism Industry Agreement signed between consultancy firm and Ministry of Tourism Civil Aviation and Culture

- Press Release, Belize City, Belize, March 30, 2010 - The Ministry of Tourism Civil Aviation and Culture signed a Bz$822,700 contract with Spanish consultancy firm, Tourism and Leisure EuroPraxis Consulting (T & L) to develop the much anticipated, National Sustainable Tourism Master Plan for the country. The company was selected according to IDB's standard quality cost based selection procedures following interest from 46 firms across the globe.

Specialists in the tourism and leisure sector worldwide, the winning firm is well seasoned in national tourism master planning having recently completed the National Sustainable Tourism Master Plan for Panama 2007-2010, and the strategic tourism development plan for Ecuador (PLANDETUR 2020). The T & L team members are professionals in tourism specific areas of policy; physical planning; economics; environmental, social and sustainable development; and communications, and include local counterparts to ensure a national perspective at every step.

The plan will be the country's blueprint for future tourism development for the next 20 years and promises to be instrumental in guiding tourism investment and growth. It will define strategies and activities, and provide distinct mapping that translates sustainable objectives into actions. The team will be tasked with 3 phases: a diagnosis of Belize's tourism sector, the development of the National Sustainable Tourism Master plan, and destination specific tourism development plans for Belize City waterfront, Ambergris Caye, San Ignacio and Placencia. Each phase is expected to be a highly participatory process involving stakeholders in each district across the country. The process will build on best practice for sustainable tourism planning internationally and will constitute a clear road map that will focus on a zoning approach to tourism development. The final plan is anticipated to be completed mid 2011.

The contract is the second project agreement signed to date under the Sustainable Tourism Program which promises to carry out numerous civil works, planning and capacity building tourism projects. The first contract for Bz$295, 000 was signed in February with local firm, International Environments Ltd. to conduct the technical and environmental studies and architectural designs for a municipal Pier and plaza to be constructed by the STP at Placencia Point.

Funding for the US$15million Sustainable Tourism Program is provided by the Government of Belize through an IDB loan, the Belize Tourism Board, and the Ministry of Tourism, Civil Aviation and Culture. So the GOB is spending $15million to have some firm tell them there is over-development that does not address enviornmental issues, lack of infrastructure for existing population - let alone future growth - and an out of control crime growth that threatens tourism. Brilliant crazy
And, let's hope they put in the report the problems facing Belize are mostly a result of the inefficient and corrupt people that are giving them the $15million.

Agreed. Employing a firm of consultants to do what you or your staff should be able to do better, albeit it may take longer, is the mark of failed administration. I've been through this in the public sector in both Britain and Canada, and in all cases it was a total waste of money. I think a summary of what's wrong at present and a "blueprint" of what to do for the future could be readily produced by a number of people on this island.

It would be of as much use as what is being talked about here - valueless - because there's no will to change current practices and they are what's wrong. I wonder if these people realise the clock's running?

Looking at the pictures, some of these people are at the root of the problem anyway.

From what I've heard, some Belizeans seem to think it will be good to get a non-U.S. perspective on tourism. (The consulting firm is from Spain and recently did plans for Panama and Ecuador.)

Could be something to that. Certainly Belize needs to expand its tourism reach to Latin countries in the region. Belize gets virtually no tourism from Latin countries, despite that the fact that a majority of Belizeans speak Spanish.

The BTB is only paying this firm a little over US$400K. The $15 mil is for the entire sustainable tourism program.

I can tell them why for only $25,000, and will make a nice illustrated report about it for another $25,000, including ISO certification etc!

When our government is taxing tourism silly and at the same time claims to be so concerned about it to waste money like this there is something not right IMHO.

"The BTB is only paying this firm a little over US$400K."

Spoken like a politician. It is ONLY $400K. frown

And, I am sure the remainer of the $15million will be well spent.

Belize contracted for a comprehensive analasis and report on tourism in 1998 (Blackstone Report) and was updated as recently as 2004 http://www.btia.org/news_industry_detail.php?release_id=37.

They don't need to spend US$400K to tell them they should do what they were told in 1998.
