Unfortunately it's a modern phenomenon, well publicised, of trying to "adultise" kids way before their time. Clothes manufacturers have often been criticised for marketing adult and risque clothes to young girls, and sometimes they fall flat on their faces doing it. One clothing chain in Britain was recently forced by consumer pressure to withdraw a whole line of clothes that had undoubtedly been developed and manufactured at great expense. Tough!
