I second Tranquility Bay Resort for the snorkeling, we stayed there last May and loved it. They have a "Budget Travelers Room" which is smaller than the others but the price is reduced, I can't remember the rates but go to their website. This might be a place you might want to stay at for part of your trip if your budget is tight. This is a place you might want to get a night snorkel in right off the dock, which is lit up at night and attracts a lot of fish.

Re Bacalar Chico: one of the best "tours" I have been on. Went with Serious Adventures with about 8 other folks. You get to see the entire back side of the island, lots of beautiful birds. A stop at Bacalar Chico museum with intersting artifacts, then glide through the Mayan channel with mangroves on both sides - one side is Mexico, the other Belize. Beach BBQ at Tranquility Bay and two snorkel stops. A great day!

Carnival San Pedro style is nothing like New Orleans. There is one day designated for the kids (of all ages) to throw paint at each other. One day when men dress like women and women dress like men and sing and dance around town. I have some very funny video of this several years ago.
I'm glad I did it when I was 'younger'! LOL

I don't know what your budget is, but for snorkeling "at will" and Bacalar Chico, Tranquility Bay is wonderful. My wife and I stayed there last July and love the place. See my trip report:

Otherwise, other places you can snorkel around the docks and find different surprises at each site.
