It seems to me the preliminary census put the number close to 10,000, but I never saw a final number.
I believe there are about 2500 registered voters on the island, but that number wouldn't include all the kids, transients, students at St. Matthews, foreign expats who live on the island, etc., not to mention the visitors.
Number of international tourists who come to San Pedro is over 100,000 annually, not including Belizeans who come to San Pedro on holiday, and on any given day there could be 1000 to 2000 or more visitors on island.
I saw somewhere recently that there are now an estimated 700 construction workers on the island, so I would think that at any one time there are easily 10,000 people on the island.
