The U.S. Army Contracting Command, Fort Sam Houston, Texas, has issued a pre-solicitation notice (W912CL12R0019) for the construction of a complete and usable off-grid hybrid system. This award will be valued between $100,000 and $250,000. It was posted on March 30 with a response date of April 5. Place of performance will be in Calabash Caye, Belize.

This project consists of the construction of a complete and usable Off-Grid Hybrid system. The Hybrid system shall consist of: One (1) 10KW Vertical Axis Wind Turbine with its own inverter; one (1) 5KW solar photovoltaic system and one (1) battery bank suitable for one (1) day of autonomy.

ADDITIONAL ITEMS: An addition to the base system composed of one (1) 5KW Vertical Axis Wind Turbine (VAWT), one (1) 5KW solar photovoltaic system and an increase to the battery bank capacity for a total of two (2) days of autonomy.

Place of performance: Calabash Cay, Belize. The exact location for the construction and installation of a complete and usable Off-Grid Hybrid system will be provided to the Contractors during an organized site visit during the solicitation phase of this project

Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 150 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $100,000 and $250,000 dollars.

Obtaining the Solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 5 April 2012.

Site Visit: An organized site visit is scheduled for 12 April 2012 at 10:00 AM.
US Army Southern Command is coordinating travel by boat to Calabash Caye to include any potential contractors. Meeting place to travel from Belize City to Calabash Caye will be announced later. Please send POC information of your attendees by email to [email protected] no later than 5 April 2012, 4:00 PM CST. Include Name, Passport Number, Date of Birth, and a Contact Phone Number. Limit will be 2 attendees per company due to size limitation of Coast Guard water vessel. If you must take more than 2 attendees to the site visit, it will be at your own expense.

Information Concerning Work Permits or Licenses for Belize: The Belize Labor Office has indicated that since it's a Government related project, a letter of recommendation must be presented from the Belize Coast Guard Base Commander. This letter of recommendation will speed up the process of obtaining a work permit which can typically take 2 to 3 weeks, reducing the process to 1 to 2 days. Work permits can be obtained from any Labor Office throughout Belize and must be done on a walk-in basis. More information on how to obtain the letter of recommendation will be given at the site-visit.

That is a coast guard owned/operated caye, Belize's first nationally owned and managed marine research facility. There are numerous facilities on Calabash Caye including a separate University of Belize Marine Research Station, in addition to the Coast Guard Forwarding Station AND others.
