we were out at Sanctuary back in December (we were visiting a nearby farm with a friend) and I could see no visible signs of anyone building anything out there. Now, the place is large, so maybe it was where I couldn't see. The distance that Sanctuary is from anything else lends itself to being a relatively isolated living style, so maybe that is what people like that want. It would just be such a pain to drive down that long long road and all the way somewhere like Placencia to shop. Although there are a couple Chinese stores in Santa Cruz and that is closer.
That said, no, I have no desire to have a house in a place like that. We already have a house in Maya Beach.
