Cabinet at its regular meeting today, Tuesday, 3rd April, 2012, approved the appointments of the following Belizeans to the following diplomatic posts abroad:-

o Alfredo Martinez re-appointed as Belize's Ambassador to Guatemala.

o Nestor Mendez re-appointed as Belize's Ambassador to
Washington and Canada.

o Lois Young appointed as Belize's Ambassador/Permanent
Representative to the United Nations in New York.

o Janine Coye Felson to continue as Ambassador/Deputy Permanent
Representative to the United Nations.

o Perla Perdomo appointed as Belize's High Commission to
London, United Kingdom.

o Mark Espat in his role as Leader of the Re-negotiating Team
appointed Ambassador for Economic Affairs.

o Cordel Hyde appointed as Consul General in New York.

New Diplomatic Appointments for Foreign Offices

Six diplomatic appointments were announced today following the regular sitting of Cabinet. Of the six, four are new and are as follows. The government says that former P.U.P. senior deputy leader and Lake I representative, Cordel Hyde, has been named Consul General in the New York area. That appointment is a rank lower than ambassador and entails dealing with the Diaspora and consular matters. But as soon as that release was sent out, we got a call from Bill Lindo, on behalf of Hyde. According to Lindo, Hyde says he has not been offered the appointment nor is he willing to accept it. Hyde is currently in the Big Apple where his son is being treated for cancer. The other notable appointment involves Mark Espat, another former senior deputy party leader of the P.U.P. who didn't seek re-election in the Albert Division.

Espat is being given the rank of Ambassador for Economic Affairs, as leader of the re-negotiating team for the Superbond. But the New York Mission appears to be the plum because the prime minister is appointing a permanent representative. Attorney Lois Young who was first named PR in 2008 but did not take up the assignment, is being renamed to that post and Janine Coye Felson remains at the mission as deputy permanent representative with the rank of Ambassador. Perla Perdomo, the niece of former minister and now cabinet secretary, Carlos Perdomo, is heading to the London High Commission to replace Kamela Palma. In Guatemala and Washington, Fred Martinez and Nestor Mendez are re-appointed. There is no word on Brussels where Joy Grant, the former head of mission has moved up from ambassador to minister. There is also a report that Lorena, the sister of Santi Castillo will be named non-resident ambassador to Brazil.

Minister discusses Ambassadorial Appointments

When he was interviewed this morning, the minister was asked if it is not customary to discuss the appointments before they are made public. Elrington also disclosed that an ambassadorial appointment for Taiwan had been declined.

"It's basically in consequence of his statement that he did not know."

"Is it typically discussed with the appointee before the appointments are made?"

Wilfred "Sedi" Elrington

"My own practice has always been to communicate with them; always, invariably. I always communicate with persons who are going to be appointed to these high posts. I can tell you that in fact only last week I had communication with one person who we were proposing to appoint as the ambassador to Taiwan and that person has indicated that due to personal reasons, it may not be convenient at this time. So we don't normally take matters forward unless we have good reasons to believe."

"Minister Elrington, this was a very interesting move from onlookers especially who looked at how the elections played out to see Cordel Hyde rise through the ranks within the U.D.P. with a diplomatic posting or even having it suggested, what is your-why did you decide that he was the best candidate?"

Wilfred "Sedi" Elrington

"I look at people's capabilities and their disposition and if I think that they have the ability intellectually and they have the moral character, I will put their names forward. To me the politics of it has never mattered. Historically, when governments change, the first people who go are the people who are diplomats and the like because it is seen as a political football. I personally believe that Belize is much too small and the corpus of competent people is much too small for us to be behaving that way. So I have always been disposed to dealing with people based on competence and capacity as opposed to based on their political affiliations and that has been my creed all along."

The other former senior deputy leader of the P.U.P., Mark Espat has also been bestowed with the rank of Ambassador for Economic Affairs. Elrington says the Ambassadorial status for Espat should enhance his status internationally and ease travel during negotiations.
