The LOUD MESSAGE from the police department is that; They are thin on the ground and underbudgeted. WHAT THEY CAN DO, IS RESPOND TO CRIMES IN PROGRESS AND INVESTIGATE CRIMES AFTER THEY HAVE HAPPENED.

The LOUD MESSAGE from the police department is; that the community, people on the ground have to phone 911, with suspicious activity, that they can then send out investigative patrols to check it out. Without the community policing, by ordinary citizens, using their cell phones, their ability is severely limited. Citizens can increase police successes against crime, IF THE PUBLIC will just phone 911 with their suspicions of criminal activity.

CITIZENS USE YOUR CELL PHONES AND INCREASE THE EFFECTIVENESS OF THE POLICE DEPARTMENT.

And if the police spent less time committing crimes they would have more time as well.
