The storm has remained over Belize for an incredible 2 days now. The winds are officially downgraded to tropical storm force, but the torrential rains have continued constant. The blue shaded clouds in your satellite picture are 50,000 feet tops with 1 to 3 inch per hour downbursts under them.
There are unconfirmed reports of some areas now having gotten 40 inches. Belize City is said to have 4 to 5 feet of standing water and some low areas have had the residents evacuated.
