My wife and I are textile artists and were wondering...if we're there on an extended vacation and need to order silk to work with while in belize, but might ship it back to the states for sale, would we pay an import duty? And where could I find out about what it is?

Yes. You will pay import duty on the silk regardless of whether it stays here or leaves again.
Best to contact a customs broker to see what the rates are for fabrics.

Actually, if the fabric is made in the US and is shipped to you, painted, then shipped back to the US you get a special deal on the import duties back into the US and I believe on the Belize side as well. Contact BELTRADE. There are special rules for the exchange that takes place with textiles being made into something else and shipped back to the US for sale.

Thanks! Trying to do this without raising prices too much!
