Hol Chan Reserve Expansion Approved

Shark Ray Alley, Cangrejo Caye, Bacalar Chico and the Hol Chan Marine Reserve have been designated as protected areas on Ambergris Caye. This past Tuesday, cabinet finally moved to approve the expansion of the Hol Chan Marine Reserve. For years the management of the reserve has proposed the expansion which would include a forty acre plot of lagoon and wetlands in an area known as Sunset Cove. But last year it came to light that the pristine area was to be subdivided for distribution as house lots. The revelation caused a huge public outcry and Tourism Minister Manuel Heredia withdrew that proposal. Well, the good news tonight is that a statutory instrument will be officially signed by the Minister of Fisheries, Forestry and Sustainable Development, Lisel Alamilla on February twenty-fifth in San Pedro to put into effect the expansion of the reserve. Heredia Junior says that there will be benefits both to the private and public sectors.

“It’s about leadership working together with the private sector to make things happen. And when you do that kind of thing, you can never go wrong. The stakeholders are the ones that know what they want, the minister is the one to legislate so I do what my job calls for; working together with the people to legislate.”

“Mister what took so long? I remember this proposal to expand Hol Chan Marine Reserve was sitting before cabinet for three years.”

“I wouldn’t say three years—probably close to two years yes—but the reason is this. When there is a draft of anything that is done, it is brought to cabinet and many times it goes back again to revisit because particular ministers or particular persons would make representation that this is not in the best interest of their area. If you see this one, it was very ambitious…all the way almost to the other coast of Bomba and that area. Particularly Minister Castro had some concerns that it would affect the livelihood of the fishermen over there. I think in the dredging part of it, the geology minister had a particular [concern]. What will happen if developers want to dredge and so. And so we had to look at all those areas including my ministry. I had a little concern as to the fees. We had to redefine the boundaries which didn’t affect drastically the proposal so after all that was done and everybody was happy, then cabinet had no objections this Tuesday to say let it go, let it be. I believe that again, the tour guides, tour operators, hoteliers have been clamoring for this to happen. This will enhance the catch and release a lot more. It will enhance also the bird watching.”

The Hol Chan is the biggest marine reserve that expands far north to meet the Corozal Bay Reserve.

Any investment of time and energy developing an organized kayaking adventure through the mangroves for birdwatching wouldn't be a waste. Tons of wonder in those lagoons.

Yes there are, Elbert. We have a hard time convincing customers to go back there, but once they do, they're hooked!! (And sunsets, with the birds coming in to roost, are stunning!!)

Cabinet approves expansion of Hol Chan Marine Reserve

Mata Cayo Frances Proposed National Park Map (3)The Government of Belize through the Cabinet has approved the proposed expansion of Hol Chan Marine Reserve. The decision taken to approve the expansion of the reserve was made on February 17th following the completion of minor adjustments made to the original draft proposal. The decision brings the project one step closer to fruition following years of lobbying by marine environmentalists on Ambergris Caye.

The project calls for the expansion of Hol Chan Marine Reserve to include three particular areas. The first is the Mexico Rocks snorkel and dive site area. That area starts north of the Palmero Channel off Ambergris Caye and expands five miles south to Mata Channel and is 1.5 miles wide. It is a total of 8.75sq miles and will take into consideration the coastline sea grass bed area and extend east to where the reef shelf drops off. Within the area there will be a “no-take” zone designated in the middle of the perimeter, which is currently used for recreational activities. The size of the ‘no take zone’ is 1.5 square miles (1 mile running along the reef and 1.5 miles running east to west from the outer fore-reef).

The second area is known as the mangrove wetland area including the Mata and Frances Lagoon. The area is located three miles north of San Pedro Town and is bordered by Social Security lands to the west and hotel developments on the coastal dunes of the windward side of the island. The area consists mainly of inundated wetlands and several inner island lagoons. It is interconnected by a network of channels that are highly influenced by tidal exchanges of water that transport sediments, nutrients and many species. It is particularly important because it contains many sink holes that lead into an extensive network of underwater caverns that are yet to be explored. The wetland areas is known to be home to a wide variety of flora and fauna and serves as a hatchery and protection for many juvenile reef fish.

The third part is the shoals and considered the largest of the three annexes and will include Los Bajos and Los Salones, part of which was acquired from private land owners. The area is located between the southern portion of western Ambergris Caye and mainland Belize. It is bordered by the Corozal Bay Wildlife Sanctuary on the north and the Hol Chan Marine Reserve on the far south-eastern end.

According to Heredia, there will be no additional charge to access the expansion of the reserve since the daily ticket currently used to visit Hol Chan and Shark Ray Alley will be able to get visitors into the new areas. He explained that with Cabinet endorsement, the declaration is expected to be made no later than February 25th. “The Minister is now vested with the powers to sign the expansion into a Statutory Instrument (SI) which is expected to be done no later than the end of the week. Once that is signed then by February 25th, we expect that a declaration will be made to formally and legally have the proposal a part of Hol Chan.”

Hol Chan Marine Reserve Extension Presentation

The presentation of the expansion of the Hol Chan Marine Reserve on Wednesday, February 25th at 10 AM at the Hol Chan office

In 2010, a community initiative spearheaded by the San Pedro Tour Guides Association, The Ambergris Caye Citizens for Sustainable Development and The Hol Chan Marine Reserve (HCMR) commenced work in establishing Mexico Rocks, the fly fishing shoals on the leeward side of Ambergris Caye and its associated wetlands as a protected area. After several public consultations it was agreed that the proposed area be added as an extension of the HCMR.

Through an integrated approach and with full participation of government and stakeholders, a final draft was agreed on early February, 2015. On Tuesday, February 17th, The Government of Belize, through cabinet, approved the expansion of the Hol Chan Marine Reserve. On Wednesday February 25 an official signing ceremony will take place on San Pedro Town, Ambergris Caye, Belize.

The annexed zones incorporates an additional 359 square kilometres of coral reefs, seagrass meadows and mangrove wetland and will include "Mexico Rocks" on the barrier reef; the fly fishing flats on leeward Ambergris Caye, including the mangrove islands of "Los Salones"; and the wetlands/lagoons of "Cayo Frances" and "Mata". The Hol Chan Marine Reserve now encompasses a total of 414.4 square kilometres which further strengthens our ecosystem management approach and enhances the sustainable use our marine managed areas in Northern Belize.
