From now on all dogs must be collared and leashed while out in public areas. Saga Humane Society, along with the San Pedro Town Council (SPTC) and San Pedro Police Department, have teamed up to enforce the Belize Dog Act, Chapter 153. The initiative is set to kick off on Saturday, August 15th with a sensitization effort by the police department, and enforcement will begin on Tuesday, September 1st. The implementation of this regulation will not only benefit island pets and pet owners, but also the wider community, including visitors, as the streets will be safer and cleaner.

According to Section 10 (1) of the Dog Act of The Substantive Laws of Belize, Revised Edition 2000, "Whenever a dog is seen in a town, on a highway or in a place of public resort in any of the following cases- (a) not having a collar/leash with a licensing badge for the current year attached thereto; or (b) appearing to be a stray or ownerless dog; or (c) being a bitch in heat and being neither led nor carried; or (d) suffering from any contagious disease and not being carried; or (e) suffering from any disease or injury which causes pain to the dog and being neither led nor carried, that dog may be seized by any police officer or dog catcher and the owner of the dog shall in cases (a), (b) and (c) be liable on summary conviction to a fine not exceeding twenty-five dollars."

In order to uphold the regulations, the San Pedro Police Department will be distributing flyers at several designated check points on Saturday, August 15th. These flyer will alert the community of the upcoming enforcement of the regulation that all dogs who are in a public area must be wearing a humane collar and must be leashed and in the control of their owner at all times. Also at the checkpoint providing further information will be Saga volunteers and SPTC staff members.

In a perverse way thankful my Ella is gone. She'd have been mortified to be suddenly leashed after 14 years of beach freedom. I would too. Needed but sad turn of event.

Enforcement, or lack of, is a Belizean trait and I wouldn't worry at all.

This will probably be enforced just like the speed limit and bicycle laws. Dogs on leashes certainly behave differently than our wonderful beach dogs.

Dog Registration Law to be implemented in 2016

2016 is fast approaching, and the New Year is scheduled to bring much change for pet owner and pets alike. Saga Humane Society and the San Pedro Town Council (SPTC) have announced that effective Monday, January 4th, all dogs must be registered and licensed at the Town Board. This program has been in the pipeline since 2012 and is expected to reduce the number of strays and unwanted dogs on the streets of Ambergris Caye.

According to Saga, pet owners will be required to license all dogs four months and older. In order to license your pet, the dog must be properly vaccinated for rabies. "Rabies vaccinations are a prerequisite for licensing dogs, and are available at Saga Humane Society for $30. No cost vaccinations are available to those in need," says Saga.

This regulation is being implemented under the Belize Dogs Act Chapter 153 Revised Edition 2000 and the San Pedro Town Dog Control Order of 2012. This regulation will require all dogs to be leashed and have a proper collar with their SPTC license tag. Failure to comply will result in the penalty cited with the Belize Dogs Act Chapter 153 Revised Edition 2000 Section 3 (1): "Except where no dog license is required, every person who keeps a dog in town without being licensed for that purpose or who keeps in any town more dogs than the number he is licensed to keep shall be liable on summary conviction to a fine not exceeding ten dollars for each period of seven days, or part of such period, during which he has so kept any dog."

Pet owners will also be responsible of having a proper location for their dog within their residence. Dogs must be restrained on private property by a fence, tether or leash, in a humane manner. While in public, dogs are required to be kept on a leash and under the pet owner's immediate control. "No owner of a dog shall permit that dog to be at large in any street or place of public resort or within Ambergris Caye, and any person who contravenes this section is guilty of an offence and is, on summary conviction, liable to a fine of $100," explained Saga.

SPTC will keep a register showing the name, occupation and place of residence for each pet owner to whom a dog license is issued. An annual fee of $5 will be charged for each dog licensed.

Educational outreach to sensitize the public on the new regulation has been in effect since Tuesday, December 15th. Pet owners will have until January 31, 2016 to register their dogs.

Overdue.
Now, how about a scoop-up-the-poop law?

Absolutely nothing wrong with the law, and it's a good idea.
There are tons of wonderful ideas from the SPTB written down and published in newspapers and on the internet.
and the Scoop Your Poop is a good idea, have them write it down and publish it in the newspapers and on the internet also.

There are poop and scoop signs along the beach in town, often ignored, most often by expats from my direct observations.
