My dog does not have an occupation.
In fact, he's never worked a day in his life
He's a lazy son of a bitch smile

So, when (not if) we see roaming dogs - no owner in sight or dogs not on a leash, who do we call? And what will be done? And what is the penalty for not registering a dog or any of the other "new" regulations?

The assumption would be that it would be at the same place you get all your SPTC licenses.

The article in the San Pedro Sun, clearly states that the SPTC office will issue the license.

I just knew I could count on you Tracker.
Why list info in the newspaper and not here?

Not sure why. I think using the news paper hopes to reach the locals. But the article was reposted here by someone.

Just registered Larry the wonder dog today.
You go to Saga and see the vet. She will do a quick check up and administer the rabies shots for $30bz. She then gives you a certificate and a rabies tag. The rabies tag is not the license. You then take the certificate and go upstairs at SPTC and register your dog. Fill out a one page form and for $5 they will then give you another tag which is the actual license. Your dog has to wear the SPTC tag but the rabies tag is optional.
