226-2198 is the number to Town Council....Not sure who approves the permits these days, however we use to talk to Miss Yolanda Parham..... I'm sure they will direct you to correct department. However, our experience has proved it best to visit them in person on matters such as this..... The international dialing is 011.501.226.2198 Good Luck....
