Does that mean you are not going to invest?

:-) This island is my home and it angers me to see this type of thing going on. Our international reputation is one of a corrupt country full of shysters and a good place to get bamboozled.

The rub is with an official sounding MOU, these cons raise millions in investor funds, share it with GOB officials and disappear with the money. Then what do you think those fleeced investors tell people about Belize, the land of scammers as the project had GOB approval!

Developer's Spotty Background Raises Questions About 100 Million Dollar Airport Project

Last week we showed you the signing of a memorandum of understanding for the Efrain Guerrero International Airport - on northern Ambergris Caye. It's pitched as a hundred million US dollar project and the front-man is Miami native, Jorge Abraham Jaen who signed on behalf of International Airport Alliance Belize Limited.

Well, a lot has emerged since then to undermine Jaen's credibility as a developer, and bring into question the legitimacy of the entire project - with some speculating whether it is another "dead raise" like Puerto Azul.

It all started with Jaen's Facebook page which shows that he's a real estate developer with no background in airport development. And then that led to the unearthing of documents from the Miami-Dade county Office of the Inspector General - where he was accused of major fraud back in 2006. Add to that allegations of Conspiracy to Commit Extortion and voter fraud, and, by weekend, the social media wheels were rolling all over Mr. Jaen's name.

Well, on Sunday, the company he represents, International Airport Alliance sent out a release saying, quote, "IAA was aware of this personal issue Mr. Jorge Jaen had in the past and still elected to allow him to join the Company. Our decision was based on factual documents the Company obtained showing that the allegations mentioned in the OIG's memorandum were unfounded and therefore, Mr. Jaen was never prosecuted. In addition, he is licensed by the State of Florida to transact in real estate and development." End quote.

The statement adds, quote, "International Airport Alliance is committed and strongly believes in the Ambergris Caye Airport project for which it has diligently worked on for over 14 months, and wants to assure the Citizens of Belize that we remain fully confident and transparent that our Company will not only fulfill its professional obligations, but will also do it in a way that Belize will be proud of."

Nice words, but we note that International Airport Alliance is a company with a letterhead, but little else. There's no address or telephone number, and no website, plus no track record of development that we could find.

Developer's past questioned; IAA stands by Jorge Jaen

Is the government in bed with a conman in the case of the multi-million dollar Basil Jones airstrip development project? The project is being spearheaded by the International Airport Alliance Belize Limited who proposes a state-of-the art facility for private charters and select flights to the island.

However, questions have been raised about Jorge Abraham Jaen, principal of IAA Belize, and his past background. According to the New York Times, at one time as he told investigators in 2013, he was an employee of Anthony Bosch, owner of the Biogenesis clinic in Miami who was jailed for four years, later reduced, for illegal injection of steroids to Major League Baseball players and high school players although he says he cut ties fairly quickly. Jaen himself was arrested in Miami, Florida, in 2006 on charges of fraud, and has previously been convicted of similar charges including conspiracy to commit extortion and a 1999 conviction for voter fraud.

Specifically, investigators from the office of the Inspector General of Miami-Dade County investigated a scheme to steal surplus foreclosure funds through fraudulent filings and misrepresentations to the courts. The report says Jaen made several false representations in order to obtain a car loan, including providing false representation to a lender. But a statement issued through his local attorneys says it's all water under the bridge. Calling the memorandum "outdated" by at least ten years, the statement claims that IAA elected to allow Jaen to join despite his issues, and that the allegations were unfounded and Jaen was never prosecuted. He has a license from the state of Florida to transact in real estate and development.

The statement also claims that he was recently recognized and honored by the city of Miami for outstanding performance in obtaining affordable housing for lower-income residents. Interestingly, we could not find a copy of that commendation on the website of the City of Miami when we checked today. Nonetheless, IAA Belize says it remains committed to the airport project and intends to complete it in a way that Belize will be proud of.

We note that both Tourism Minister Manuel Heredia and Economic Development Minister Erwin Contreras who signed on to the airport project, gave their backing to the failed Puerto Azul project, which saw millions of dollars scammed from investors and led to arrests and convictions earlier this year for the chief developer and his colleague. It remains to be seen whether this planned mega billion initiative could run into similar issues.
