Two referees have been suspended from officiating football games in Belize. The B.D.F. Football Club has filed a protest against a decision made in a most recent match of the Premier League of Belize, where they claim a call made by referees Wendel Esquiliano and Christopher Reid cost them the opportunity to advance to the playoffs in the Premier League of Belize football tournament. Even though by football regulations, the decision made by a referee is final in every match, a review of the footage did not sit well with the executive of the Football Federation of Belize. As such, both Reid and Esquiliano have been suspended until a decision by the disciplinary committee of the F.F.B. determines what sanction to impose against them.  F.F.B. President Sergio Chuc says that there was a misinterpretation of the laws of the game.

I know that I personally have reviewed the footage of the game—I was watching the game live and I’ve reviewed the footage; it’s online for everybody to see—and yes there was a grave misinterpretation of the laws of the game by Mister Reid. The laws are clear at that penalty should have been retaken.”

“Yeah, it is very unfortunate that Reid was not abreast with that part of the regulation; it is very, very unfortunate. And what the federation has done is because we recognize the gravity of the situation in not strictly applying the laws of the game, so the executive of the federation took a decision to suspend Mister Reid and Mister Esquiliano from any of the F.F.B. competitions until the disciplinary committee could meet and put the proper sanction for not following the laws of the game. So it is a suspension from all tournaments at this point and when the disciplinary board meets, they will decide what is the proper sanction for Mister Reid and Mister Esquiliano because the footage shows that the call was actually done by Mister Esquiliano and Mister Reid just followed up as central referee. But as the center referee, Mister Reid also had the final say because if he would have been cognizant of the laws of the game, then he wouldn’t have followed the instructions of Mister Esquiliano.”

The championship game which was to be played on Saturday,12th May, 2018 at the Isidoro Beaton Stadium has been cancelled after results of the appeal match between Verdes FC and BDF FC. As stated on document attached, the game of 29th of April,2018 will be replayed. Also note that Bandits SC has qualified for the Finals of the PLB Closing Season and will be awaiting for the winner between Verdes FC & BDF FC, replay match date and time to be announced.

re: APPEAL OF DECISION OF DISCIPLINARY COMMITTEE BY BDF, FC CONCERNING A PENALTY

The FFB Appeals Committee received documentation in respect to this appeal by letter dated 7. May, 2018. The appeal as we understand it is

( i ) against the decision of the Disciplinary Committee's disallowing the BDF FC's appeal.

(ii ) whether the BDF FC's appeal should be allowed.

FACTS AND EVIDENCE:

The game was between the Belize Defence Force Football Club ( BDF FC) and Verdes Football Club ( Verdes FC) at the Norman Broaster Stadium in San Ignacio Town, Cayo District, Belize on 29th April, 2018. A penalty was awarded at the 36th minute of the match in favour of BDF FC and later disallowed by referee Mr. Christopher Reid. The decision of the Disciplinary Committee is dated 3rd May, 2018 and it provides further details. The Disciplinary Committee formed the opinion that Mr. Christopher Reid's decision was final and therefore disallowed the appeal.

The Disciplinary Committee in its decision cited IFAB Laws of the Game Regulation 14 Section 2 which indicates that if a team — mate encroached while a penalty kick is being taken and that if the ball enters the goal the penalty should be retaken. The Disciplinary Committee then cited precedent which is the Uzbekistan/ Bahrain Game where the same error was made by a referee and the subsequent ruling of the FIFA to replay the match. There are other precedents wherein the rulings were to replay the match such as the 2006 game / match between Edgware Town and Harefield United in Spartan South Midlands League of the English Football Cup where a similar error by the referee led to a successful appeal for the match to be replayed. There are other such cases.

The above — mentioned precedents indicate that that PLB Regulations 2017 VI section 4D does not contemplate this kind of decision made by a referee as the FIFA decisions mentioned above do indicate.

DECISION:

I. That since the Disciplinary Committee has, in our opinion, improperly extended the interpretation of the PLB regulations 2017 VI 4D and based on FIFA precedents ( including the game cited by the Disciplinary Committee ) the BDF FC appeal is allowed;

2. That the game of the 29. April, 2018 is to be replayed;

3. That because in the circumstances an inordinate period of time has elapsed before the appeal was presented to the FFB Appeals Committee any game played after the 30th April, 2018 being the date when BDF FC lodged its protest is declared null and void and of no effect and must be replayed.

The referee didn’t teef

Everyone who gives a daam about football knows what transpired in Broaster Stadium in a playoff game between Verdes and BDF a couple weeks ago, so we don’t need to rehash. Okay, a penalty was called and it vanished into thin air.

The BDF is a fine team. If they had gotten past Verdes, they could have beaten Bandits for the title, though the odds favored the boys from Belmopan. The BDF team is really very good right now. If the penalty had been allowed, as it could have been, or retaken, as it should have been, and BDF had scored, Verdes could have, would have had to, up their attack. They could have won 4-1, which would have given them the title shot.

The obvious call was for a replay of the game, since the penalty was not retaken. The football committee has explained why they let the score of the game stand, which meant elimination for BDF. I can’t comment on that. But I have an opinion on what the referee did, and what might have caused him to flub so terribly. A number of people say hihn teef. Based solely on what occurred in this game, I do not agree. If he was a teef, he never would have given a penalty to BDF.

A referee has a number of legal mechanisms he can use if he wants to cheat. Strategic cards, strategic foul calls, bogus penalties, bogus offside calls — the referee has an open field if he chooses to be a dirty, rotten, low-down, good-for-nothing scoundrel.

A referee can err, realize that he erred, and choose to make a “makeup” call. It is said that a referee should never make a “makeup” call. That is an interesting discussion.

Top football executive, Marlon Kuylen, said on the WuB this week that there have been numerous rule changes recently. A highly qualified referee told me that there is a move afoot to introduce a law that would stiffen the penalty for encroachment on the box. This new law would allow a referee to nullify a penalty. The present law orders a retake if an attacker encroaches on the box and the penalty is scored. It might be that Mr. Reid and his linesman were not aware that that law is yet to pass.

This would actually be a good law. An attacker has no right to encroach during a penalty kick. Consider that many penalties are not exactly deserved. And many penalties go uncalled. And a penalty is a goal if the penalty kicker does his job, and a goal is no trifle. Many, maybe most, football games that produce a winner, are decided by one goal. I say, just leave the kicker and the goalie to settle the matter!

The greatest pressure moment for a football player is at the penalty spot, in a crucial moment. If he executes correctly, he scores. That’s why it can be terrifying. It doesn’t matter that he might be facing a Noel Ferguson, a portero with an incredibly high stop rate. The Italian great, Gianluigi Buffon, is no ordinary keeper either.

I do not forget how close the great Zinedine Zidane came to missing a penalty against the equally great Buffon, in the championship game in the 2006 World Cup. People who wonder about things, wonder if fear of facing Buffon again, in a shootout, led to Zidane’s incredible flame out in the last minutes of overtime of that World Cup. Zidane head-butted Marco Materazzi, because that gentleman, it has been reported, said something bad about his sister. Zidane got a red card. But he “escaped” being in that shootout, which was won by Italy.

But, no matter how good the portero, a penalty should result in a goal. There should be no need for attackers to encroach (cheat), which they do just in case their penalty kicker misses. If an attacker encroaches (cheats), and the penalty kicker scores, the referee, as the law stands presently, should call for a retake of the penalty. But if the referee source is right, a stiffer penalty is coming for teams whose forwards cheat.

After the BDF striker, a budding superstar, executed perfectly, there was a conference on the sidelines between the referee and a linesman. Some people say there is video evidence that a BDF forward did encroach. Incredibly, the referee, after consulting with his linesman, decided to wipe the penalty from the books. The most plausible explanation for that incredible deed, is that our learned arbiters imposed a sanction that has not yet entered the rule book.

A very credible source I met today, Thursday, May 10, told me that Referee Reid is very sad over what happened, and that he hoped that the game had been played over. The source said Referee Reid said that he went over to the linesman to confer about an infraction of the goalkeeper, moving forward off his line, and the encroachment of the BDF player, and somewhere he got lost on the fact that the penalty should have been re-kicked.

We expect that at some time in the future, hopefully soon, Referee Reid will come forward and ask football fans for forgiveness for his great error. I expect most fans will forgive and try to forget. But BDF players and fans might take a while to get the bitter from their mouths.

BDF defenders vs the Bandits from Belmopan in PLB Closing Season Finals

The nil-nil draw between Verdes FC and BDF FC last night at the Norman Broaster Stadium, means that BDF FC has prevailed in the Premier League of Belize (PLB) 2017-2018 Closing Season home-and-away semifinal series by an aggregate 2-0 score, after posting a 2-nil victory in game 1 back on April 22 at the MCC. Last night’s game was a re-play of the semifinals game 2, which was originally played at the same venue on April 29. Verdes had won that game, 3-0, enough to secure a 3-2 aggregate victory and a spot in the Finals against Belmopan Bandits SC; but BDF had protested the game, because the referee failed to allow a re-take of a scored BDF penalty kick (by Trimayne Harris) when an infringement by the kicker’s teammate had occurred. Initially, the protest had been rejected on Thursday evening, May 3, but BDF appealed; and, even while the PLB had gone ahead with its Finals Game 1 between Verdes and Bandits on May 5 (which ended 1-1), the FFB Appeals Board on Thursday evening, May 10, overturned the PLB Disciplinary Committee ruling, and ordered a re-play of the BDF vs Verdes semifinal game 2, making their previous encounter, as well as the Verdes vs Bandits finals game 1, all “null and void.”

Despite all the ups and downs in this scenario, the overwhelming consensus of fans we spoke to, has been that the re-play was the best thing for the integrity of the sport. It was a steep hill for Verdes FC to climb, but so it was from after their 2-nil loss in the semifinals game 1; and the turnout of their semifinals game 2 match on April 29 was undoubtedly affected by the Law 14 violation, for which both the referee and linesman involved have been suspended.

The game last night was not pretty, but it was intense from “whistle to whistle,” with Verdes dominating play, and BDF remaining resilient and offering enough of an offensive threat with Jaren Lambey and Trimayne Harris spearheading the attack to keep the Verdes defense “honest.” Jarret Davis had a couple fine headers, Alcides “Paco” Thomas also had a couple near misses, and ball-wizard Gilroy “Bredda” Thurton also had his moments of brilliance, but the finishing was lacking in face of a stalwart BDF defense, led by captain, Ricky Rickets, some very good goalkeeping from Glenford Chimilio, and a little bit of luck also. The TNC 10 post-game statistics confirmed the Verdes dominance in attack: they took 21 shots to BDF’s 8; 21 free kicks to BDF’s 11; 11 corners to BDF’s 4; and completed 357 passes to BDF’s 255. But, the name of the game is “goal;” and at the end of ninety, it was still 0-0, and an aggregate 2-0 victory in the series for BDF FC.

It was undoubtedly a huge disappointment to the many ardent Verdes fans, who saw their team gallantly defend its turf with honor, not losing a match at the Norman Broaster over the past month of action against the two now PLB finalists, Belmopan Bandits SC and BDF FC.

And so, when it seemed all was lost for our soldiers, with their original flag-man, “Cooklan” keeping the faith and fighting their case on social and other media, the tide has turned in their favor, and also that of Belize City fans, now blessed with the spectacle of another PLB Finals clash at the MCC.
