Three Months Later, Cops Closing In On Lamont’s Killer #532934

And while that is not established as a murder or wrongful death - police are closing in on the murderer in the case of another American, Lamont Lipka.  

Lipka, the owner of Tropicana Restaurant and Bar in San Pedro Town was killed on May 13th in San Pedro Town.  

The 49 year-old Texas native was killed inside his business place by a gunman who had no regard for the fact that there were many eyewitnesses around. 

At the time of the attack, customers enjoying their evening meal and drinks, but the gunman went right up to Lipka, who was standing behind the cash register, and that assailant shot him 7 times, fatally injuring him.

Today, 5 months later, police announced that they have the weapon which was used to gun him down. Here’s what the head of CIB in Belize City had to say about this latest development in their investigations:

Mr. Lipka passed away after he was shot in the month of May. The investigators are still conducting investigations are still conducting investigations, and have detained several persons. I know that shortly after his death, a firearm was found in San Pedro. That firearm was taken to the forensic lab, where it was tested with the expended shells that were found at the scene. We were informed that the shells found at the scene is that of that same firearm that was found in San Pedro. So, were following up on the persons who were questioned on that date, and they will be re-interviewed again to see what information we can get from them."

Police say that the suspects who were initially questioned about Lipka’s murder will have a second round of questions to answer to investigators.

Tracy Betancourt arraigned for the murder of Lamont Lipka; police seek one more suspect

21-year-old island resident Tracy Betancourt was arraigned on Monday, November 5th at the San Pedro Magistrate Court for the murder of American businessman Lamont ‘Monty’ Edward Lipka. She is to return to court on January 30, 2019. While she has been remanded to Belize Central Prison, police investigation continues, and they are looking for one Leon Walford, who is believed to be connected with the murder.

Police have not provided details about their investigation, however, one day after Lipka’s murder, Betancourt and 18-year-old John Carlos Hernandez were arrested and charged with Kept Ammunition without a Gun License. The duo was charged with the offense after San Pedro Police searched Hernandez’ apartment and discovered seven 9mm live rounds of ammunition. Betancourt was present in the apartment, thus she was also charged.

Betancourt is well known to the police. She was first charged for Drug Trafficking back in September of 2016. Acting on information, police intercepted a yellow Mazda Protégé four door Taxi at the corner of Caribeña Street and Barrier Drive. Betancourt was sitting in the front passenger side of the vehicle with a brown cardboard box on her lap. In April of 2017, she was charged for the offense of Kept Ammunition without a Gun License, when police searched her residence. The research resulted in the discovery of eight unlicensed 9mm rounds of ammunition. In the beginning, police had only charged her then-boyfriend Jimell Paul Jex, who was killed in January 2018. But a few days later, Betancourt was arrested and charged for the crime.

The Plot to Murder Monty

21 year old Tracey Betancourt has been charged for Lamont Lipka’s murder - but she wasn’t the one who pulled the †rigger and shot the American businessman 6 times at this San Pedro Restaurant.  

Today, police told us that they are closing in on the alleged gunman:

ASP Alejandro Cowo, O.C., C.I.B., Belize City
"Tracey Betancourt, 21 year old Belizean of San Mateo San Pedro, she was arrested and charged with the crime of murder, conspiracy to commit murder along with another male person who has not yet been detained. This is reference to the shooting death of Mr. Lamont Lipka which occurred on the 13th of May 2018."

"We know she was not the shooter because the shooter was a male. How is that she came to be charged for these charges when the only thing we know about her is 2 days later she was responsible for a room ammunition was found?"

ASP Alejandro Cowo
"Well that is based on the investigation the police conducted. There are other evidence that the police has that indicates that she was part of that shooting."

"Is there any known reason why she did this? Did she do this on behalf of someone else? Was she contracted to this? Or was it a misunderstanding having to do with something else?"

ASP Alejandro Cowo
"Well this is something we are still trying to establish. As we know Mr. Lipka had not been involved in any kind of illegal activities, nor had he mentioned if anybody was threatening him or has any dispute with anybody before the incident happened."

Jules Vasquez
"Is there any information to suggest that the actual trigger man, was flown into San Pedro for the purpose of executing this murder?"

ASP Alejandro Cowo
"That is part of the investigation that we will withhold at this moment Jules, we don't want to give all the specifics with regards to the investigation."

Jules Vasquez
"Are you able to say what gave the impetus or the push for you all to finally bring charges against a known suspect 5 months later?"

ASP Alejandro Cowo
"Well, you have to remember every investigation that we deal with, we work as soon as we have information and evidence and then we move after. If during the month that there was no information, we were dormant for 2, 3 months but as we get a lead, we follow it up and from there the arrest resulted."

Jules Vasquez
"So was there new information?"

ASP Alejandro Cowo
"There was new information coming to the police."

Lipka was murdered in May.

Suspected shooter Leon Walford arraigned for Lamont Lipka murder

Police apprehended Leon Walford for the murder of Lamont ‘Monty’ Edward Lipka on Sunday, November 18th in Belize City, after being at large for weeks. Walford was jointly charged for Lipka’s murder on November 5th, along with Tracy Betancourt, while he was still a fugitive of the law. Following Betancourt’s arraignment, police intensified their search for Walford, and after being detained was arraigned at the San Pedro Magistrate Court on Wednesday, November 21st for murder and conspiracy to commit murder. No plea was taken, bail was denied, and he was remanded to Belize Central Prison until his next court date on January 30, 2019. Betancourt is expected to stand trial the same day.

The police investigation continues as they prepare details of the charges against Betancourt and Walford when they return to court next year. Disclosure of the evidence in further details is expected to be presented by the prosecutor against the duo.
