SICA Heads in Belize for Summit #533788

The leaders of all seven Central American countries are in Belize for the 2018 SICA Summit. For the past six months, Belize was at the helm of the Central American Integrated System, SICA, after it assumed the Presidency Pro Tempore from the Dominican Republic on June thirtieth. On Friday, Guatemala will take over the Pro Tempore Presidency. According to Foreign Affairs Minister, Wilfred Elrington, for the last half year, Belize accomplished several goals including strengthening relationships between CARICOM and SICA.  Today, foreign affairs ministers of all SICA countries met in Belize to discuss several topics. The meeting was chaired by Minister Elrington.

“Climate change is an existential issue. Secondly, the migration issue and then of course the great question of security. That’s a matter that transcends borders. I like to think, you know the United States are having tremendous fire all over, what happens that in fact we start having tremendous fire in the Chiquibul area. Given the very limited capacities that we have to fight fires, we would be in trouble unless we get help from outside. If a serious disease were to take place in this region, would have to work together.”

“Have you spoken with the Guatemalans for example about the phenomenon of drug planes landing? We know that we saw one land on their side of the Sarstoon a week ago.”

“I am not sure if we discussed that with them. We might have in passing. But this is an issue that really came up. What happens if you have a drug plane lands in Guatemala or Mexico and people who are flying the plane flee to Belize either from Mexico or Guatemala? In the absence of any kind of understanding and agreement as to how to deal with those people, when they come cross to Belize the only thing you can hold them with is illegal entry which may have happen last Friday. Would you not want us to have a more substantial agreement whereby in fact their officials could perhaps come across and take them and carry them back or some sort kind of arrangement both with Belize and Guatemala.”

The SICA summit continues on Friday with a meeting of the leaders of the Central American countries.

PM Barrow’s Bi-Lateral With Pres. Morales

And Morales gave that same message of peace to the Prime Minister. And while that is all good and well, on the ground, the most important issue is the Sarstoon Protocol - and the Prime Minister discussed that:..

"He is saying that he is committed to peace with Belize. Of course the question with the Sarstoon came up. I raised the question of the Sarstoon and his response was well once we go to court - that together with everything else will be disposed of. So I have no doubt that he truly believes that the referendum if in fact Belize vote t go to the referendum will put an end to the issue. I truly believe that Guatemala absolutely knows that it would have to respect the ICJ ruling and basically that's where that stood. Until April 10t, Belize is still pressing for us to try and come up with a modus Vivendi for the Sarstoon that would guaranteed that our rights are respected. But I can't tell you that I was able to achieve that today."

"My advice from our experts is that if Belize votes yes in the referendum and we agree for the submission for the problem for the ICJ, immediately the possibility is open up of our asking the ICJ for them to institute interim measures until the matter is finally decided."

But could Prime Minister Barrow and President Morales even find a modus vivendi between themselves? The Press asked what their bilateral meeting was like:...

"Did you have personal discussions with President Morales? Was it friendly? I ask because some Belizeans think that because of the nature of our relationship Guatemala is claiming Belize that there might be some tension between the leaders."

"The bilateral meeting that we had, yes. For example when there was the problem in the Chiquibul, when they went off because acting in self defence and in our territory, the Belizeans had killed the young Guatemala. He and I met at the UN concerning that matter. Yes, the tension was so thick you could cut it with a knife. Today, it was different. We are part of this regional organization. Belize's protem presidency ended today. We handed over to Guatemala. In that kind of a context there was not not the sort of tension that might otherwise have existed and in raising with him the issue the Sarstoon during our bilateral meeting, it was done in a fashion in which it was made plain that we have our position which is firm immovable. They of course have their position on their side that's also firm and immovable and the question was how do we find a way not withstanding the absolute positions we take in terms of certainly Belize's rights. How do we find a position where we can move forward on an interim basis certainly between now and April 10th? If, depending on how the results go on April 10th, then we have to start talking about a more permanent mechanism to deal with the Sarstoon. But for now, as we have been doing for a while I was trying to push for an interim solution."

Belize hands over SICA Presidency Pro-Témpore to Guatemala

After holding the Presidency Pro Témpore (PPT) of the Central American Integrated System, SICA, for the last six months, Belize formally handed it over to Guatemala this afternoon. Guatemala was represented at the SICA Heads of Government Summit in Belize City by its president, Jimmy Morales.

Apart from the Guatemalan president, three other Central American presidents attended the SICA Summit. They are the president of Panama, Juan Carlos Varela; the president of Honduras, Juan Orlando Hernandez; and the president of El Salvador, Salvador Sanchez Ceren. Nicaragua and Costa Rica were represented by their foreign ministers.

Prime Minister Dean Barrow said that during Belize’s PPT, we have sought at ministerial level to intensify the regional search for concrete and comprehensive ways to address the fundamental migration issue. Barrow also remarked on the crime and violence that has cast the Central America region as one of the most violent regions in the world.

“Strengthening our regional response to crime and violence is therefore imperative if we are to provide the necessary citizen safety conditions for our peoples. Under the Belize PPT we have accordingly continued to work on the development plan of action to combat organized crime. We have also advanced the proposal from the Central American Democratic Security Index and the reinforced SICA, CARICOM Security Collaboration Structure,” PM Barrow added.

Belize’s Prime Minister also discussed climate change: “There is no point to the global acknowledgment of our region as among the most vulnerable if we will continue to be denied a proper share of the finance and resources necessary to combat that [climate change] vulnerability,” he said.

At the close of the session, Belize handed over the Presidency Pro-Témpore to Guatemalan president, Jimmy Morales.

President Morales highlighted five points on which Guatemala will focus its SICA Presidency Pro Tempore.

In the Spanish language, Morales said the following: “One, special attention is the issue of irregular migration. Two, a stronger articulation to consolidate the economic integration of the region. Three, the facilitation of new opportunities for local development based on investment and employment generation. Four, an effective customs unit that generates more competitiveness and economic dynamism. And finally, five, to promote the new model of democratic security to face transnational threats.”

The SICA Presidency Pro-Témpore rotates among the members of the organization every six months.
