The question to be submitted to referenda shall be: "Do you agree that any legal claim of Guatemala against Belize relating to land and insular territories and to any maritime areas pertaining to these territories should be submitted to the International Court of Justice for final settlement and that it determine finally the boundaries of the respective territories and areas of the Parties?"

In San Pedro Town, the polling station is the San Pedro High School. In Caye Caulker it is the Caye Caulker RC School!

  • Polls open at 7am and close at 6pm
  • There are 344 polling stations countrywide
  • Polling stations will also serve as counting stations
  • Each of the 31 division will have a Returning Officer who will oversee all stations in that specific division
  • The 100-yard line will be in effect at each polling station; this distance may be extended as some schools will be in the middle of examinations that could not be rescheduled
  • Persons monitoring the referendum are representatives from the Government, the main Opposition, the unions, the churches and the NGOs
  • Observers are in-country to observe the process. They are from the British Embassy, the US Embassy, Taiwan Embassy, CARICOM and The Commonwealth.
  • Elections and Boundaries will provide indelible pencils inside the voting booth. These pencil marks cannot be erased. If a voter makes an error on the ballot, he or she is advised to return the ballot to the Presiding Officer and request a new ballot.
  • In every polling station, only the Presiding Officer will be allowed to have a cell phone.
  • At each polling station, there will an information centre where voters can receive help if needed
  • Voters are reminded that defacing a ballot is illegal. Therefore, no perforations or other forms of marring a ballot is encouraged.
  • On Referendum Day there shall be no sale of liquor at the stores until polls close at 6pm
  • On Referendum Day there shall be no campaigning. Persons appointed as monitors are not to wear shirts, hats or other apparel or items that are used for campaigning for either side.
  • Employers are reminded that each registered staff member should be given the time to leave work and to vote.
  • Wednesday, May 8 is NOT a public and bank holiday. Only schools will be closed for this day.

The Laws of Belize require that registered voters in Belize be given the opportunity to participate in a referendum in relation to any proposed settlement of the Belize/Guatemala Dispute.

Today, May 8th, 2019 is the day that Belizeans get to go out and decide on an option presently before us.

The Government of Belize encourages all registered voters in Belize to go out and exercise their right to vote!

No Voter’s Identification Card needed for Referendum Day

The Elections and Boundaries Department hereby reminds electors who wish to vote in the May 8th, 2019 Belize Territorial Dispute Referendum that they are allowed to vote WITH OR WITHOUT an identification card.

The Department encourages electors to exercise their right to vote in this Referendum. Remember, your vote is SACRED and SECRET!

Employees to be Allowed the Prescribed Period for Voting

The Elections and Boundaries Department wishes to remind employers that they are required to grant employees “reasonable time off for voting.”

Section 29 Offences states:

(1) Every employer shall, on polling day, allow every voter in his employ a reasonable time during the prescribed period for voting, and no employer shall make any deduction from the pay or other remuneration of any such voter or impose upon or exact from him any penalty by reason of his absence during such period. (2) Any employer who, directly or indirectly refuses to grant, or by intimidation, undue influence or in any other way, interferes with the granting of reasonable time to any voter in his employ during the prescribed period of voting as in this section provided, shall on summary conviction be liable to a fine not exceeding two thousand dollars or to imprisonment for a period not exceeding one year.

As the polling stations are about to close nationwide for the 2019 Territorial Dispute Referendum, islanders continue to show up to cast their vote and decide on whether to settle the Guatemalan claim to Belize at the International Court of Justice.

As 5PM a total of 6,703 votes had been cast in Caye Caulker and San Pedro Town together. This represents more than 54% of registered electorate in the Belize Rural South Constituency.
