The answer is complex but - as a foreign person/visitor you will need a work permit and unless you possess special skills that don't exist in the local work force, your plan probably won't work. If you become a permanent resident you won't need to get a work permit and if suitable employment opportunities exist you can take advantage of them.

Currently residency is taking in the 3 to 4 years to be approved. Your passport will be stamped on arrival "not allowed to do any work in Belize including volunteering"
