The Government of Belize has declared a state of emergency for Ambergris Caye with immediate effect for 72 hours. This will allow the Ministry of Health time to conduct the proper mapping and tracing of contacts following the announcement of the first confirmed case of COVID-19 in San Pedro Town, Ambergris Caye.

Residents of Ambergris Caye are being placed under mandatory quarantine. People will not be allowed to leave or return to the island over the next 72 hours. Leaving home is highly discouraged unless completely unavoidable. Unauthorized vessels will be banned from leaving or arriving to the island.

Additionally, with immediate effect, all bars, clubs, and casinos countrywide will be closed. Restaurants will be closed for dining-in effective Wednesday, March 25th at 11:59 p.m. Thereafter, only take-out services will be allowed.

All water taxi runs between San Pedro Town and the mainland have been grounded until further notice. Flights out of the island have also been suspended for today.

A Statutory Instrument was signed today, March 23, 2020, by the Governor General H.E. Sir Colville Young on the proclamation of Ambergris Caye as an emergency area.

The Statutory Instrument enforces the following Regulations:

1. Emergency area refers to the area declared to be under a public state of emergency. Every person is expected to practice social distancing, which includes the practice of staying home, avoiding crowds, and refraining from touching one another.
2. No person shall enter nor exit Ambergris Caye during the state of public emergency.
3. Gatherings in numbers of more than 10 persons at a time are not allowed on Ambergris Caye, whether in any public place, public space, or on private property. Persons in gatherings of 10 or less shall maintain a distance of no less than three feet between each person.
4. Anyone who develops flu-like symptoms and who may have had contact with someone who has travelled to a country affected by COVID-19 or is infected with COVID-19 must immediately inform the Ministry of Health.

The Regulations also state that anyone who violates the provisions of the Regulations or any order or notice given under the Regulations thereby commits an offence and is liable to imprisonment for one year.

The Regulations shall be in effect during the period of the public emergency.

Prohibition of Sailing - San Pedro, Ambergris Caye, COVID-19 Emergency Response

To: Owners and Operators of Motor Vessels

RE: Prohibition of Sailing — San Pedro, Ambergris Caye COV1D-I9 Emergency Response

In accordance with the quarantine order issued hy the Government of Belize, the following directive is issued for immediate implementation;

1. Vessels are prohibited from departing and proceeding to San Pedro, Ambergris Caye with immediate effect. This includes commercial passenger and cargo, as well as private vessels.

2. Vessels enroule to Belize City prior to thc issuance of the order are to proceed to the Brown Sugar Landing Place only. Passengers are not to disembark until the health authorities have conducted their screening protocols and they are to follow thc instructions given.

3. This order remains in effect until lifted in writing by the Ports Commissioner.

This order is given pursuant to the National Emergency Order of Quarantine and in accordance with the powers granted under the Harbours and Merchant Shipping (Subsidiary) Act CAP 234, Section 45 of the Harbour Regulations.

OFFICIAL ADVISORY FROM THE SAN PEDRO TOWN COUNCIL ON THE FIRST CONFIRMED CASE OF COVID-19

The San Pedro Town Council is strongly advising our residents and visitors on the island to please stay at home. This is a result of the CONFIRMED case of COVID-19 on Ambergris Caye.

The Ministry of Health is conducting a mapping investigation on the victim and the victim’s travel history to determine who all may have come in contact with the victim during the time of the victim’s arrival to the island until this present day.

Please heed to the advises issued by the Ministry of Health through the Government of Belize. We are therefore taking all necessary steps to restrict traveling to and off the island in an effort to minimize the risk of any COVID-19 transmission. For the time being, we continue to advise everyone to stay home.

We are asking everyone on Ambergris Caye to please do not panic, but to cooperate with the directives given for the safety of all.

Mayor Daniel Guerrero will be addressing the island this afternoon as he is in an emergency meeting.

The public is reminded to take preventative measures to reduce the risk of transmission. The SPTC continues to encourage the washing of hands regularly with soap and running water for at least twenty (20) seconds. When coughing or sneezing, cover the mouth in the inside of elbows or inside a tissue to be disposed immediately. Avoid close contact with persons who have flu-like symptoms. Avoid sharing personal items and disinfect common surfaces. If you have travelled to areas where COVID-19 is circulating and you are experiencing fever, cough, or difficulty breathing, seek medical attention immediately.

The Government advises the public to be guided by facts. To stay informed and updated on the evolving COVID-19 situation, follow the Facebook pages of the Ministry of Health, the Office of the Director of Health Services, and the Government Press Office.

Tents Erected on La Isla Bonita Amid COVID-19 Detection



In the wake of today’s announcement of the presence of COVID-19 in San Pedro, several military tents have been erected in an area of town. Doctor Marvin Manzanero explains that while the collapsible shelters are there in case persons need to be isolated, he also emphasized that patients should first seek to self-isolate at home. On the subject of the American national who tested positive for coronavirus one week after leaving Belize, the Director of Health Services said that the person’s travel history in Belize also may have included Belize City and San Pedro, but that information is yet to be confirmed.

Belize’s top tourist destination La Isla Bonita San Pedro Town is under quarantine. The streets of the island are empty as residents stay home to prevent the spread of the deadly COVID-19 disease.

Should you need 5 gal water.

Agua Dulce (226-2929) has no water delivery today but they are filling containers at their place which is in San Pedrito by the Office Restaurant.

Mayor Daniel Guerrero and Area Representative Honourable Manuel Heredia Jr. announced during a briefing on Reef TV that stores will be allowed to open tomorrow, Wednesday, March 25th from 7AM to 10AM to give people the opportunity to get groceries. Other places allowed to open include bakeries, pharmacies and the gas station.

Guerrero added that those less fortunate can contact Hope Haven at 226-2333 for some assistance with groceries.

On another note... according to Dr. Marvin Manzanero from the Ministry of Health, the person who tested positive is doing very well.... 34 samples were sent today for COVID-19 testing and results should be available tomorrow.

San Pedro Police Keeping the Peace on Ambergris Caye

To ensure that everything remains peaceful on Ambergris Caye, Superintendent Christopher Noble and his team are advising all resident to remain home. Noble is advising all businesses that alcohol must not be sold during these times.

“My idea was to shut down the island to not have people leave but there were some issues and we saw some people did leave. Now we are seeing the bottleneck of issues that were supposed to remain in San Pedro that have funneled out. So it has funneled out to the Belize City, Orange Walk and Corozal area. We are supposing that it is contained and that we have no issues. This is not a time for you to be out in the streets. It is not a time for you to be on the streets. For me I would want everybody to be in by six. Hopefully people would understand this, the stores that have been still selling, we have been asking everyone do not sell alcohol. Because that would create an issue for us. If you end up in an issue and you end up at a police station and you are detained. What if we detain the wrong person? We can’t reverse an issue if it caused by somebody that is not playing far. I say that in that you can’t come to us and say that you were only taking one beer. Don’t take any beers; this will be for three days. And after that, I am sorry for a lot of people who are till stranded on the island and I am certain that we will mitigate that process via some situations that can be dealt with. We have areas that people can figure out how we can get to. For some strange reason I do believe that San Pedro is resilient. San Pedro always comes out smelling like roses.”

For those who need a restock Super Buy in town is open and servicing 5 people at a time. Some stores are opening already so people can restock. Please stop forming crowd clusters while you wait - it is not ok.

In the joint press conference delivered today by the Rt. Hon. Dean Barrow and the Leader of the Opposition, Hon. John Briceño, it was confirmed that there is a second case of COVID-19 which resulted in being the mother of the first victim. In light of this information, Ambergris Caye’s state of emergency has been extended to 30 days, but may likely terminate before then. This time will allow MOH to continue with its necessary mapping investigation from the first and second victim.

Mayor Daniel Guerrero, the San Pedro Town Council, Hon. Manuel Heredia Jr. and the San Pedro’s EOC committee on the advice from the Ministry of Health, hereby inform the general public that some considerations will be made in order to accommodate the needs of the residents in Ambergris Caye due to the 30-day extension of the state of emergency; they are as follows:

1. Stores that sell essential and basic necessities will be allowed to operate from 7:00 a.m. to 10:00 a.m.

2. Bakeries and Tortilla factories will be allowed to operate from 6:00 a.m. to 10:00 a.m.

3. Pharmacies will be allowed to operate from 8:00 a.m. to 6:00 p.m.

4. Fuel and Butane Gas Companies will be allowed to operate from 8:00 a.m. to 12 noon.

5. Bowen and Bowen may resume with its delivery of SODAS and WATER ONLY.

6. Banks will be allowed to operate at their discretion.

Going the extra mile, we would appreciate if stores would consider deliveries or curb side pick-ups to avoid many people from leaving their homes.

All these businesses are asked to practice proper hygiene and social distancing, both inside and outside the establishment, keeping the limit to no more than 10 persons. Police officers will be monitoring this.

Each establishment should have hand sanitizer accessible for their staff and customers or soap water for staff and clients to wash their hands.

These operational hours will be allowed until further notice.

Additionally, on the advice of the MOH, the following will NOT BE ALLOWED to operate: Hardware stores, delis, restaurants, bars, construction, fishing.

Anyone violating these considerations will be arrested. Please note that stores that will be open are not allowed to sell alcohol; this will result in the revoking of the business’ liquor license and trade license. The Belize Coast Guard will be monitoring our waters for any violators, if caught, consequences may lead to arrest and/or the termination of your captain’s license.

Mayor Daniel Guerrero, the San Pedro Town Council and the Hon. Manuel Heredia Jr. would like to emphasize that these considerations are for BASIC NECESSITIES ONLY. Do not use this as an excuse to wander. If you do not need to come out of your house, stay home; however, if you need any essentials or basic necessities, allow only one (1) person from the household to do the errands. Remember to practice social distancing when doing these errands and good hygiene.

Lastly, we encourage everyone to please stay home and continue to practice social distancing and good hygiene. Social distancing and isolation prevents the virus from spreading. Always remember to wash your hands regularly. Keep your household clean. If you feel ill or believe to have COVID-19 like symptoms, call the Dr. Otto Rodriguez Polyclinic II at 226-2536 for assistance.

We would like to thank you all for your cooperation and understanding during this matter. We are doing our utmost best to accommodate everyone’s necessities but more importantly we are diligently working in ensuring everyone’s safety from this pandemic.

COVID-19 Test Samples – Update No. 1

The Ministry hereby provides a report on an initial mapping exercise in San Pedro Town, Ambergris Caye. The mapping exercise allowed the Ministry to test seven persons who were the immediate contacts of the index case. One immediate contact from those individuals resulted as a positive case. The patient is stable and has no signs or symptoms as of today. All other samples are negative. To date, there are two confirmed cases of COVID-19 in Belize.

In addition, five other samples which were collected from two other districts all tested negative. As part of the ongoing enhanced surveillance, further tests which were collected today, March 25th, in San Pedro and other districts will be processed at the lab later today. The Ministry of Health will continue its enhanced public surveillance across the country.

The public is advised that the Central Medical Laboratory in Belize City is the only laboratory certified to test for COVID-19. Therefore, the public is urged to disregard and avoid sharing all unconfirmed, misleading and/or false information about COVID-19 cases. The Ministry will continue to provide accurate information to the public in a timely fashion.
