General Situation:
Ambergris Caye: Conditions this morning by Elbert just before or after this post!
Belize NMS: Present Condition: Mostly cloudy this morning. Relatively moist and unstable conditions continue today but improvements are expected tonight.
Advisories: *A Flood Warning remains in effect for low-lying and flood prone areas of the country and residents in the Belize River Valley and downstream areas should remain vigilant as the rising flood waters move downstream towards the coast.*
24-hour forecast: Mostly cloudy skies today with a few showers, periods of rain and isolated thunderstorms mainly over coastal, offshore and southern areas. Partly cloudy skies tonight with showers and thunderstorms decreasing and becoming isolated.

Sea State: Light Chop
Waves: 2-4 ft
Sea Surface Temperature (°f): 84
Outlook: For Tuesday and Tuesday night is for generally fair weather with isolated showers and the chance of an isolated thunderstorm developing.
Sargassum Forecast from November 17, 2020 to November 25, 2020: Sargassum impacts over our area remain low and no major change is expected during the new few days. San Pedro has a low probability and a minimal expected impact.
Tropical Weather Outlook: Tropical cyclone formation is not expected in the North Atlantic, the Caribbean Sea or the Gulf of Mexico during the next 48 hours. Click for more...

Marine Conditions:

The Caribbean Sea

A tropical wave moving over the far west Caribbean along with divergent flow aloft continue to support scattered showers and tstms over that region. Latest scatterometer data depict light to gentle winds across the western Caribbean, while moderate to fresh trades are noted east of 73W. Dry air at the middle levels is supporting fair weather elsewhere.

Seas are 3 to 5 ft over the western half of the Caribbean, 5 to 7 ft E of 74W, and 8 to 9 ft over the Atlantic waters east of the Lesser Antilles.

Moderate easterly winds and seas in the 8-9 ft range will continue to impact the waters east of the Lesser Antilles through today. Building high pressure north of the area will bring an increase in winds and seas across the south-central Caribbean Tue through Thu. Fresh to strong NE winds are expected across the Windward passage and south-central Caribbean Tue night through Thu night.

There are no organized features in the Atlantic basin at this time.

We continue to track a tropical wave moving westward across the Atlantic basin, but no further development of this wave is anticipated.

A broad, non-tropical low pressure system located a couple hundred miles east of the central Bahamas is producing widespread cloudiness but limited shower activity. There is a slight chance that the system could acquire some subtropical characteristics as it moves northeastward over the next day or so. On Tuesday, however, the disturbance is expected to merge with a cold front. Later in the week, this system may have a second opportunity to develop subtropical characteristics if it becomes separated from the front and meanders over the central Atlantic.
* Formation chance through 48 hours...low...10 percent.
* Formation chance through 5 days...low...20 percent.

On Ambergris Caye this morning the sky is clearing and rain has stopped. The water level is going down. It's all good news for everyone except the Turkey.

The Caribbean winds continue from the NE with a fair amount of cloud. High level air from the Pacific is coming over Guatamala, Belize and much of Central America, it comes over the land and when it gets over the Caribbean, it clashes with the Caribbean winds and is still causing many ITCZ type swellups, mainly just off the east coasts of central America, presently effecting Toledo, but could effect any part of Belize later.

Looks like today will again be cloudy, the odd patch of sunshine perhaps, and probably still more rain showers.

There is increasing sunshine between the clouds, largely due to cool air coming down from the north. But there are still swellups mainly off shore, but there could still be some rain showers around.

FLOOD REPORT AND FORECAST
Monday November 23, 2020 12:00 pm

FLOOD WARNING REMAINS IN EFFECT FOR RIVERS, STREAMS, CREEKS and WATERWAYS IN THE BELIZE, CENTRAL, and WESTERN PARTS OF THE COUNTRY (includes - San Ignacio, Benque, Banana Bank, Double Run, Crooked Tree, Maypen, Lemonal, Rancho Dolores, Flowers Bank, Scotland Halfrnoon, Boston, Lucky Strike, Rock Stone Pond, Lord's Bank, Burrell Boom, Grace Bank, Western Pines communities and Downstream to the coast Belize City.

A FLOOD WARNING IS IN EFFECT FOR COMMUNITIES DOWNSTREAM ON THE RIO HONDO (RESIDENTS IN THE DOWNSTREAM AREAS OF THE RIO HONDO (especially the Albion Island area) ARE TO REMAIN VIGILANT AS FLOOD WATERS FROM BLUE CREEK CONTINUES TO MOVE DOWNSTREAM.


River Conditions

REGION 7 - The RIO HONDO at Blue Creek and downstream at Santa Cruz, San Antonio. San Roman, and Douglas levels are approaching flood stage and have exceeded the historical Mitch stage and continues to increase steadily. Flood levels on the NEW RIVER at Tower Hill and Caledonia approaches historical levels and continues to increase steadily.

REGION 9 - Reservoir levels on the MACAL RIVER. at all BECOL facilities remains above the spillways. At San Ignacio, Flood levels remains above the low-level bridge and decreasing. Flood levels on the MOPAN RIVER at Benque Viejo Town are decreasing.

On the BELIZE RIVER at Banana Bank and surrounding areas, Flood Levels continues to increase: at Belize River Valley and surrounding communities, Double Run and near the Haulover Creek to the coast, Flood levels continue to increase. On the CROOKED TREE LAGOON. the causeway remains inundated as flood levels continues to increase.

REGION 11 - Flood levels on the SIBUN RIVER near Freetown Sibun have exceeded the historical Mitch stage, levels are now decreasing slowly. Levels on the SOUTHERN LAGOON near Gales Point Village are above normal and falling. The watersheds on the EASTERN SLOPES OF THE MAYAN MOUNTAINS are near normal and continue to recede. The SITTEE RIVER at Kendal Bridge is near normal and receding. The Swasey and Bladen branches of the MONKEY RIVER are above normal and receding. Levels on the RIO GRANDE at San Pedro Columbia and Big Falls are above normal and receding. The MOHO RIVER at Jordan and Blue Creek South is above normal and receding. Levels on the TEMASH RIVER near Crique Sarco is above normal and steady.

REGION 13 - On the SARSTOON RIVER levels are above normal and steady.

FLOOD FORECAST

REGION 7 Flood stage on the RIO HONDO at Blue Creek is expected to increase minimally while at Santa Cruz, San Antonio, San Roman, and Douglas and downstream to the coast will continue to increase . On the NEW RIVER at Tower Hill, and Caledonia, Flood levels are expected to begin to recede.

REGION 9 - On the MACAL RIVER. reservoir levels at all BECOL facilities are expected to continue to recede; while at San Ignacio, Flood levels are expected to remain above the low-level bridge and continue to recede. On the MOPAN RIVER: at Benque Viejo Town Flood levels are expected to continue to recede.

The next Flood Report and Forecast will be issued on Tuesday November 24, 2020 at 12 pm.
