Starting on January 26th, passengers traveling back to the US will need to have a negative test done within 3 days. The Belize Ministry of Health is currently working on plans to provide testing options for visitors.

======

The Centers for Disease Control and Prevention is expanding the requirement for a negative COVID-19 test to all air passengers entering the United States. Testing before and after travel is a critical layer to slow the introduction and spread of COVID-19. This strategy is consistent with the current phase of the pandemic and more efficiently protects the health of Americans.

Variants of the SARS-CoV-2 virus continue to emerge in countries around the world, and there is evidence of increased transmissibility of some of these variants. With the US already in surge status, the testing requirement for air passengers will help slow the spread of the virus as we work to vaccinate the American public.

Before departure to the United States, a required test, combined with the CDC recommendations to get tested again 3-5 days after arrival and stay home for 7 days post-travel, will help slow the spread of COVID-19 within US communities from travel-related infections. Pre-departure testing with results known and acted upon before travel begins will help identify infected travelers before they board airplanes.

Air passengers are required to get a viral test (a test for current infection) within the 3 days before their flight to the U.S. departs, and provide written documentation of their laboratory test result (paper or electronic copy) to the airline or provide documentation of having recovered from COVID-19. Airlines must confirm the negative test result for all passengers or documentation of recovery before they board. If a passenger does not provide documentation of a negative test or recovery, or chooses not to take a test, the airline must deny boarding to the passenger.

The Centers for Disease Control and Prevention (CDC) announced Jan. 12 that all air passengers entering the United States will need to provide a negative COVID-19 test before boarding their flight. This new rule, which requires a negative viral test result within 72 hours of travel, will go into effect on January 26, 2021. A viral test is defined as one detecting current infection. While the CDC has not specified what type of tests will be accepted, it is important to check state-specific entry requirements. Nonetheless, testing before and after travel is a critical layer to slow the introduction and spread of COVID-19; Belize’s entry requirements also include a negative COVID-19 test prior to arrival, either as a 96-hour PCR result or a 48-hour Rapid Test result .

Can I Be Denied Boarding Without One?

Yes. Belize will expand its COVID-19 testing to meet new CDC requirements. The new policy, expected to go into effect January 26, requires international air travelers arriving to the U.S. to have proof of a negative test result. Testing will now be made available to all passengers departing Belize for the U.S.

Belize to offer Testing to meet CDC's Expanded Requirements

Yesterday the Centers for Disease Control and Prevention (CDC) announced that it will require a negative COVID-19 test from all passengers arriving in the United States, as of January 26th, 2021. This will have severe impacts on Belize's tourism sector.

In response to this new requirement, the Belize Tourism Board (BTB), after consultation with the Belize Ministry of Health and Wellness hereby confirms that testing will be expanded and made available to all passengers departing Belize for the U.S.

Further details including cost and testing locations across the country are being determined. All individuals who plan to visit Belize can therefore proceed with their travel plans.

The Belize Tourism Board recognizes that US travelers account for approximately 70% of visitors to Belize. We will continue to be guided by health protocols to welcome all visitors and ensure a safe experience from arrival to departure.

New US COVID Testing Requirement Threatens Tourism

The US Centers for Disease Control and Prevention has announced a major anti-COVID measure which could have a major effect on Belize travellers to the US - including US tourists returning home!

Starting on January 26th, 2021, the CDC will require that all travelers who are trying to enter that country must have a negative COVID-19 test within days of travel.

This is to try and limit the introduction of new strains of COVID into the US.

The way it will work is that within 3 days before their flight to the US, air passengers will be required to get a viral COVID-19 test. The airline company will need to be provided with written documentation of that passenger's laboratory test result. Airlines must confirm a negative test result for all passengers before they board.

If a passenger does not provide documentation of a negative test or recovery, or he or she chooses not to take a test, the airline company must deny this passenger from boarding that flight to the US.

So, how will that affect American tourists coming to Belize since they have to go back with a recent test? That's what we asked Stewart Krohn, the President of the Belize Tourism Industry Association. Here's what he told us today in a teleconference interview:

Stewart Krohn - President, BTIA
"It's obviously a devastating blow. It's not just a blow to Belizean tourism. It's a huge blow to any country that depends on the United States to supply the bulk of its visitors. This is a radical development, and I think that the only good thing is that it would appear that the government, the BTB, the private sector organizations involved in tourism are working together to do everything we can to at least ameliorate the situation."

"What I understand the CDC is saying is that as of January 26th, any visitor to the United States, this includes foreigners - non-US citizens, and it also includes US citizens who may have left the country, and want to come back. So, this comprises all of us, who live in Belize, and for the moment, more importantly, those potential visitors who want to leave the United States to come to Belize, and then go back to the United States. What the CDC is saying is that when you want to go back to the United States, you have to show to the airline, before you board on your trip, that you have had a COVID-19 test, within 72 hours - I believe - of your flight back to the United States. Otherwise, if you don't have that test and written or electronic proof of a negative test, you will not be allowed to board the plane in the country that you're traveling from."

"The problem is that up until this point, Belize's testing abilities have been somewhat limited. And even when you can get a test, there is a significant cost associated with it. So, the result is that it further complicates the ability for a US tourist to even think about coming to Belize, because first you got to get your US PCR test before you can come to Belize, or you're advised to do that, and then, when you gotta go back, you've gotta rely on things that may be outside of your control to get your test to be able to go back into the United States. So, there is no doubt about it, it is going to adversely affect the number of visitors that are going to come to Belize and other parts of the Caribbean, at least until the CDC changes this rule."

"One of the key things, of course, will be price. I think we're looking now at prices ranging from maybe $125-$150 Belize per test. You look at a family of 4, however, and that's a lot of money. So, hopefully, competition within the private sector will bring those prices down. Maybe, there's a way to subsidize them a little bit. I don't think we've gotten that far yet. We're just getting reservations, and the industry cannot afford cancellations."

This evening, the Belize Tourism Board sent out a press release saying that they're ready to respond. The release, says, quote, "In response to this new requirement, the Belize Tourism Board (BTB), after consultation with the Belize Ministry of Health and Wellness hereby confirms that testing will be expanded and made available to all passengers departing Belize for the U.S. Further details including cost and testing locations across the country are being determined. All individuals who plan to visit Belize can therefore proceed with their travel plans. The Belize Tourism Board recognizes that US travelers account for approximately 70% of visitors to Belize. COVID-19 Tests to be Offered to Persons Departing Belize

The Ministry of Health and Wellness informs the public that it will expand testing to now include all persons requiring a negative COVID-19 test to enter other countries. This is as a result of a media release dated January 12, 2021, from the United States Centers for Disease Control and Prevention which announced that all air passengers will now require a negative COVID-19 test to enter the United States effective January 26, 2021.

Expanded testing remains a priority for the Ministry of Health and Wellness. As such, mass testing activities continue in all districts to ensure that cases are detected, isolated and managed early. Rapid testing can be done both at public health and some private health facilities countrywide.

Additionally, the Ministry is in the final phase of preparation to ensure that COVID-19 PCR testing is available to persons departing the country. At this time, persons requiring a PCR test to depart Belize must make a formal request by emailing the Acting Director of Health Services at [email protected].

To accommodate such requests, public testing sites will soon be available in the following districts:

Belize District - Belize City and San Pedro Town
Cayo District - San Ignacio Town
Stann Creek District - Placencia village

The Ministry is also finalizing discussions with several private health facilities to offer COVID-19 tests for persons exiting the country.

A complete list with specific locations countrywide, phone numbers, and fees will be announced shortly.

COVID-19 testing availability for travelers on Ambergris Caye

Persons traveling from San Pedro Town, Ambergris Caye, can get their rapid test results from either a private health center or the Mar de Tumbo Flu Clinic run by the local health department.

On Ambergris Caye, there are three private health centers, along with the government-aided health facility, that are providing test services. The private clinics only provide rapid antigen testing. One of those health centers is Belize Medical Associates, located north of San Pedro at Grand Caribe. Appointments are required and can be made by calling 226-2262. The price of the test is BZ$250.

Ambergris Hopes Medical Clinic on Pescador Drive offers rapid testing as well, no appointment necessary. The price is BZ$190, and the clinic is open 8AM to 5PM.

San Carlos Health Clinic on Pescador Drive also offers rapid testing for a fee of BZ$230. Appointments are required, and these can be made by calling 226-2918.

The rapid antigen testing with the government-assisted clinic via the Mar de Tumbo flu clinic costs BZ$100. The clinic, located south of downtown San Pedro, opens 8AM to 4PM during the week. This clinic does swabs for PCR tests, which are processed in Belize City. However, to get the services to travel from this government-run flu clinic, an email request must be directed first to the Ministry of Health and Wellness at [email protected]. The email should include information about the request, which includes travel information.

According to the CDC, the testing must be done within three calendar days of the United States journey, particularly if the traveller has connecting flights. Passengers must show proof of test results before boarding their flights. As an alternative, travelers who have recovered from COVID-19 can show written or electronic documentation from a licensed health care provider stating the passenger is cleared to travel. Travelers vaccinated against the virus are not exempt and will be required to be tested before traveling.

Ministry of Health Ready To Test Travellers To US

And while hundreds of Belizean families know those pains too well, in the United States, the number of grieving families is in the hundreds of thousands.

And that's what the US Centres for Disease Control has introduced a new COVID testing requirement for persons travelling to the US.

After January 26, everyone entering that country will have to have a recent negative COVID test.

That complicates things greatly for health authorities in Belize. Because everyone travelling to the states from Belize - locals and returning tourists - will need to get a test before travelling.

Now with flights to the US daily, it might seem to put a strain on the already limited testing equipment and facilities. After all, as it is, Belizeans sometimes wait weeks for their result after taking a PCR test.

But acting DHS Dr Melissa Diaz says that's not the case in fact they are prepared to provide testing for travelers going to the US, especially since they don't require a PCR test. We spoke to her via Zoom this morning:

Dr. Melissa Diaz - Acting DHS
"We have actually already engaged with our team on the ground in many regions especially looking at the regions with the most tourist and of course Belize district where that international airport is, and we've also liaised with private medical partners as well in order for us to ensure that we can expand this testing to tourists and visitors coming to Belize. Many countries have different policies in place to ensure the safety of their nation, so we have been constantly doing testing for persons who require test, a negative PCR or rapid test to enter their country, so this was done on a case by case basis, it wasn't done on a wide scale, mostly for persons requesting the PCR test, basically an email is sent, the person is given an appointment to go and do the swabbing and the test result is emailed to them. Now with the CDC announcing that every person travelling, so every person going into the United States will need to present a negative test, they have specified if it needs to be a PCR test which is good for us because it actually says viral test, antigen test, and this is the rapid test."

Courtney Menzies
"With the appearance of new strains that are coming out of the coronavirus worldwide will the government eventually make stricter requirements for visitors who want to come into the country?"

Dr. Melissa Diaz
"There have always been a few different strains of this virus, but it has become concerning with the variant strain originating from the UK has been shown to be more infectious so that's the concern with that strain so we continuously revise the recommendations that we give at the airport and we are in continuous communication with our central health region team to make adjustments that would best suit us and protect us as a nation. The short answer is yes, we are looking at the procedures right now and to see how this can be improved and take into account that variant strain that may be all over the world."

A release this evening says, quote "The Ministry of Health and Wellness…will expand testing to now include all persons requiring a negative COVID-19 test to enter other countries...the Ministry is in the final phase of preparation to ensure that COVID-19 PCR testing is available to persons departing the country. At this time, persons requiring a PCR test to depart Belize must make a formal request by emailing the Acting Director of Health Services at [email protected] . To accommodate such requests, public testing sites will soon be available in the following districts:

Belize District - Belize City and San Pedro Town, Cayo District - San Ignacio Town, Stann Creek District - Placencia village."

All Inclusive And Then Some

Today's release also notes that "the Ministry is also finalizing discussions with several private health facilities to offer COVID-19 tests for persons exiting the country. "

And now, one resort is offering on site testing for tourists. Belize Medical Associates has opened a clinic with testing capabilities next to Grand Caribe in San Pedro, and Dr Diaz says it's a welcomed assistance.

Dr Melissa Diaz - Acting DHS
"The Ministry of Health and Wellness, we're in continuous communication with our private partners and we welcome public partnership in health, that's very important, and Belize Medical Associates, we have Belize Health Care Partners, there are about four or five private facilities that have been given approval to conduct the rapid test so it's a welcome help for us to have that clinic in San Pedro and that they're able to do the testing so that works well for us, we will also be providing another area just so that other persons can also access in San Pedro and we're looking at other areas like San Ignacio and Placencia where a lot of tourist are but remember these areas can also facilitate the Belizeans going abroad as well because some countries in Central America and other countries are also accepting or asking for a negative test so it will help all across the board with everyone needing to travel."

According to an email to guests, if you are staying at the resort and test positive before returning to the US, Grand Caribe is also offering quarantine rates to accommodate those that aren't able to board their flight.

Where Do I Go to Test for COVID in Belize?

So we can finally travel again, this is great news. But, if you’ve booked a ticket to travel to the USA in the last month, you know that the Centers for Disease Control and Prevention [CDC] recently issued a new requirement for all citizens and visitors bound for the USA to produce a medically certified negative COVID test to enter the country.

If you’re traveling for the first time since the issuance of this new requirement, you might be asking yourself, ‘Well, where do I go to test for COVID in Belize? ’ Local airline carrier Maya Island Air, in partnership with medical provider Caring Hands Clinic, has launched an initiative to expand Belize covid testing. nationwide. Now locals and tourists can easily access rapid antigen and PCR tests at each Maya Island Air municipal airport in San Pedro (Ambergris Caye), Belize City, Dangriga, and Placencia. So this is really great news.

Convenient locations near hotel zones are certainly helpful. More than that, each clinic is staffed by a licensed doctor, registered nurses and certified medical staff capable of administering rapid and PCR tests. If you’re wondering whether your test results are viable for travel outside Belize, yes they absolutely are recognized and accepted by major airlines for boarding. These services and your results are fully CDC and FDA compliant and approved. They also carry all licenses and certifications from Belize’s Ministry of Health and Wellness (MOHW). They provide you both the printed test results, an email of those results and the accompanying affidavit declaration necessary to board your flight bound internationally.

The facilities themselves include three main areas, one to receive patients, another to provide consultation by a licensed doctor if necessary, and finally, a separate testing area with a booth, private screening curtain and lab. The facilities employ electrostatic cleaners, FDA-approved chemicals, and UV sterilizers to continuously provide a safe, clean, and comfortable environment and to assure safety while getting tested. Should you test positive, the doctor and nurse at the clinic will proceed as per the protocols set in place by the Ministry of Health and Wellness to provide intermediary care while the referral is transferred to the Ministry of Health to begin isolation and treatment.

The next question you may have is, ‘What does it cost?’ Tests start at US$75 for rapid antigen tests but watch for specials and discounts available online, on social media or through Maya. The clinics employ FDA approved Abbott kits which have a 97.1 percent sensitivity rate. Results can be had and you can be on your way in as little as 20 minutes. Caring Hands Clinics are open from 9 am to 5 pm daily and also accommodate call-outs from as early as 6:30 AM and throughout the day. To expedite the process, we recommend making an appointment the day prior to travel. But, if, in addition to getting tested, you’re planning to fly via Maya Island Air to another destination, it’s best that you book an appointment for at least 90 minutes prior to your scheduled flight. In our view, ideally, you’d want to allow at least 45 minutes to complete the test and receive your results and still be on time to make your flight given that Maya Island Air requires you to check-in at least one hour prior to departure.

It’s important to know that if you do decide to travel, you can feel assured that covid testing is accessible and fast with Maya and Caring Hands. With safe options for testing, you can now travel freely and efficiently from and to the USA and beyond.

To make an appointment for a test, you can contact Caring Hands Clinic  or Maya Island Air or via email at [email protected] . There are also a host of convenient numbers to dial:

In the USA dial 305-420-6203 or use WhatsApp to message or call 501-671-8378, 501-672-8378. If you’re already in Belize, call (501) 226-3278.

So, get back on the adventure trail. These pros have our testing needs covered.
