Note:
A curfew is imposed at 8:00 p.m. on March 3, 2021 until 5:00 a.m. on March 4, 2021.
On March 4, 2021, a curfew is imposed during the hours of 10:00 p.m. until 5:00 a.m. the following morning, for a period of 30 days.

No. 14 of 2021
REGULATIONS made by the Minister in exercise of the powers conferred upon him by section 82A of the Public Health Act, Chapter 40 of the Substantive Laws of Belize, Revised Edition 2011, and all other powers thereunto it enabling.

1. These Regulations may be cited as the
PUBLIC HEALTH (PREVENTION OF THE SPREAD OF INFECTIOUS DISEASE) (COVID-19) (AMENDMENT) REGULATIONS, 2021,
and shall be read and construed as one with the Public Health (Prevention of the Spread of Infectious Disease) (COVID-19) Regulations, 2021, which is hereinafter referred to as the principal Regulations.
2. The principal Regulations are amended in regulation 2 by inserting the following new terms and their corresponding definitions in the proper alphabetical order–
““immunization” means having received two full doses of COVID-19 vaccine;
“Quarantine Authority” means the Director of Health Services;”.

3. The principal Regulations are amended in regulation 4

by inserting the following new sub-regulations immediately after sub-regulation (1)–
“(1A) On the 3rd day of March 2021, a curfew is imposed during the hours of eight o’clock p.m. until five o’clock a.m. of the following morning.
(1B) On the 4th day of March 2021, a curfew is imposed during the hours of ten o’clock p.m. until five o’clock a.m. of the following morning, for a period of thirty days.”.
Insertion of 4. The principal Regulations are amended by inserting the
regulations 22A following new regulations immediately after regulation 22–
and 22B.
“Restriction
22A. Notwithstanding anything contained in on the sale of liquor. the Intoxicating Liquor Licensing Act or any CAP. 150. licence issued under the Intoxicating Liquor Licensing Act, no person shall sell liquor on the 3rd day of March 2021, during the hours of six p.m. to five a.m. of the following morning.

- loiter in any public place;
- (b)
- congregate in partisan groups of more than ten persons; or
- (c)
- solicit votes from electors at or near a polling station.”.
Amendment of
5. The principal Regulations are amended in regulation
regulation 25.
25 by deleting the term “72 hours” wherever it appears and substituting the term “96 hours”.

6. The principal Regulations are amended by inserting the following new regulation after regulation 25–
Insertion of regulation 25A.
“Exemption from testing requirements.
25A.–(1) Every person who enters Belize through the airport and provides proof of immunization shall not be required to submit to testing under regulation 25.
- (2)
- Notwithstanding sub-regulation (1), a person may be subjected to testing by the Ministry responsible for health.
- (3)
- Any person who is not a Belizean and who fails to comply with sub-regulation (3) shall be denied entry into Belize.
- (4)
- A person denied entry under sub-regulation (3) shall–
- (a)
- be required to return to his port of origin at his own expense at the earliest occasion; and
- (b)
- if unable to be immediately returned to his port of origin, at the person’s own expense, be put into mandatory quarantine at a government designated quarantine facility at the direction of, and for a period of time as directed by, the Quarantine Authority and in accordance with the guidelines of the Ministry responsible for health.”.
Commencement.
7. These regulations shall come into force on the 28th day of February, 2021.
