Some exceptions for the islands

A new Statutory Instrument (SI) bringing significant changes to the current COVID-19 safety regulations comes into effect today, Monday, August 23rd, across the country. Gazetted on August 20th, SI No. 92 focuses on establishments/activities within the boundaries of the Belize District, making exceptions for Caye Caulker and San Pedro Town, Ambergris Caye.

One of the changes in the SI is the restriction of the sale of alcohol at stores/shops. According to Regulation 23A, no person shall sell liquor between 6PM to 4AM. This regulation applies to stores and rum shops. This restriction does not apply to establishments holding a Restaurant License as per Sub-regulation (1) of the SI.

Changes for Restaurants within Belize District’s boundaries; regulations not affecting the islands

Restaurants previously allowed to operate under Sub-regulation (4); were required proper ventilation or proper open-air facilities or alfresco dining area and offered dining in services by reservation only, for no more than 75% of its seating capacity. The new regulation now mandates outdoor dining only. The seating capacity allowed should not exceed 50%.

Caye Caulker and Ambergris Caye are part of the Belize District. However, the new SI is sparing the islands, and such regulation will not affect restaurants, saloons, diners, and other similar establishments operating on the Cayes.

Restrictions for casinos and gaming establishments

For these businesses to operate, all their staff must be immunized. Only patrons who are vaccinated will be allowed to enter the premises. Customers are required to present their COVID-19 vaccination card for proof of vaccination. Social distancing and face masks are mandatory in and outside of the establishment. The number of persons allowed inside at any time should not exceed the 50% capacity of the casino or gaming outlet.

In addition, under sub-regulation (6), the special internal auditor for COVID-19 will be required on the first of every month to submit a written report to the Ministry of Health and Wellness. This should include the name and immunization status of every employee. The report should also show the names of employees who are not immunized because of a recent COVID-19 infection.

Failure to follow these restrictions may lead to fines and even imprisonment. The public is asked to continue following safety measures, wearing face masks in public places, washing hands, and observing social distancing.

Major Changes With New Covid SI

Major changes are coming with the latest Statutory Instrument, number 92, which governs COVID regulations.
There is no more indoor dining in the Belize District except in Caye Caulker and San Pedro. Additionally, outdoor dining can only be at 50% capacity. On the two islands exempted, indoor dining can only be at 75% capacity and by reservation.

According to the document, a report must be submitted to the Ministry of Health on the first of every month detailing the name and immunization status of every employee allowed to report to work and the name of every employee who has not been immunized because of previously being infected with the virus.

With cases on the rise, wakes and repasts will no longer be allowed. Funerals can also only be held at the cemetery and the ceremony can only last one hour. It must only be attended by 10 people and one officiant.

And only vaccinated persons will be allowed to go into casinos. This includes both the employees and the patrons. The casino must operate at only 50% capacity.

Finally, the sale of liquor at stores is prohibited after 6pm until 4am the following day. These new regulations come into effect today.

Liquor Sales End at 6 p.m., Other Changes Made to Curb COVID Cases

Viewers may have to make some additional adjustments to their eating, drinking and work life, as G.O.B. announces several changes to the COVID-19 regulations. With the exception of the tourist destinations of San Pedro and Caye Caulker, all restaurants in the Belize District can now offer outdoor dining only, at fifty percent capacity, via advanced reservations. Elsewhere, restaurants can have indoor seating and up to seventy-five percent capacity, but they must have proper ventilation and also require reservations. There has also been a serious change to the liquor laws countrywide, except for those establishments holding a restaurant license. In addition to these, there is also going to be strict enforcement of the regulations where funerals are concerned. Today News Five spoke with the Commander of Research, Planning, Legal Affairs and Compliance in the Belize Police Department, Assistant Commissioner Bart Jones. He told News Five that the Commissioner of Police, Chester Williams gave a renewed directive for all commanders to uphold the law.

“Some of the salient points in terms of this new regulation is the issue of the prohibition of the sale of alcohol after 6 p.m. And then there is the issue of the restaurants in Belize City – they should be open air only. Those are some of the ones, but we are preparing the notes for Police Officers just now.  Another important provision in the regulation and some of the issues that we have seen across the country from time to time is now the prohibition on wakes and repasts. That is one of the new provisions.”

“And what is the limit again to social gathering/crowds? What is that limit?”

“It is still ten in terms of persons gathering, yes. In the commanders meeting that we had last week the Commissioner echoed the call for us to even do more in terms of going after persons particularly having these social events: the christening, the birthday parties, and so on, the baby showers, so as to try and be more forceful in terms of – in addressing the offences. But we have never stopped, but we recognized from last week that the numbers were climbing, and so the Commissioner, in his wisdom, had the commanders meet to drive home the point that we need to even do more.  If you’re not wearing your masks or wearing your mask improperly, then that requires that the – the regulations says that you shall be issued with a ticket. The tickets are issued, for most parts, on the spot. In relation to the other offences where attending social gathering or holding social gathering, those are arrestable offences, but as soon as these persons are taken to the respective stations, they are processed and granted bail because they are committing offences, we do not want to then have the large gatherings in our cell blocks, so as quick as we could have them processed and out, that is what we, in fact, do.”

“Oh, so those ones are not ticketed?”

“No. Those are not ticketed. Those are arrestables, and so they are arrested, taken to the respective stations and granted bail after being charged.”

“And given a court date, I guess.”

“Yes. Once you’ve granted bail then that states the date for court.”

As a part of the new regulations, funerals must be limited to one hour, at the cemetery only, with no wakes or repasts allowed. In the workplace, all casino employees must now be vaccinated and all guests must show proof of vaccination to enter.  Casinos continue to operate at fifty percent capacity. B.P.O.s likewise have to stick to fifty percent and all staff must be vaccinated. At B.P.O.’s the special internal auditor for COVID-19 must submit a monthly written report detailing name and immunization status of every employee reporting to work. Employees of Belize Post Office and employees at any port are now added to the list of frontline workers. These amendments to the regulations take effect immediately.

Minister of Health exclusively authorised to approve ‘Special Permission’ for hosting large gatherings

While the recent regulations to prevent the spread of COVID-19 in the Statutory Instrument (SI) No. 92 state that gatherings of more than ten persons are prohibited, social gatherings have reportedly far exceeded this limit on the island. In some cases, islanders have hosted large private wedding receptions and birthday parties, among other events, claiming they have ‘special permission’ for the said events. The Minister of Health and Wellness must sign this special permit. If not, anyone hosting a gathering larger than ten people without this written permission is breaking the law and should be reported to the police.

In the case of gatherings, the recent SI speaks specifically of funerals. Ten members of the immediate family, along with an officiant and essential mortuary staff. This gathering (funeral) should not exceed an hour, taking place at the cemetery. This section of the SI also prohibits wakes or repasses. With the Delta variant identified in Belize and the rate of infections increasing, approval of other social gatherings is unlikely. The process to obtain a ‘special permit’ begins with people on the island getting in touch with the police and health department representatives. If the request is considered legitimate, it is forwarded to the Minister of Health for his approval. The Ministry of Health and Wellness head is the only authority to grant ‘special permission’ at his discretion.
