For the purposes of preventing, controlling, containing and suppressing the spread of the infectious disease COVID-19 and maintaining peace and public order, a curfew is hereby imposed commencing on October 14th, 2021 during the hours of 9:00 p.m. until 4:00 a.m. of the following morning, and ending on November 1, 2021 at 4:00a.m.

Every department store, hardware store, grocery store, dry goods store, shop and market shall employ a Peace Officer for every floor of that department store, hardware store, grocery store, dry goods store, shop and market if the square footage of that department store, hardware store, grocery store, dry goods store, shop and market is greater than two thousand square feet.

New SI Released, Promises Curfew Relaxation if Numbers Go Down

Today on the Ministry of Health and Wellness's version of Ask the Experts, called "Up to the Minute," a brand new SI was announced. And this one has an end date to the 9pm curfew but comes with the condition that the positivity rate of the virus must improve.

So MOH is putting it up to the public to decide, basically saying if they can get the number of daily cases to decrease, then residents can enjoy less restrictions.

But that's not the only change the new SI had. On the show, Dr Julio Sabido broke it down.

New COVID Measures Will Extend to the End of 2021

A new statutory instrument to address the surge in COVID-19 cases was introduced by the Ministry of Health and Wellness on Thursday evening. The fifty-five page document succeeded an appearance of health officials on government's bi-weekly Up 2 The Minute social media broadcast during which Dr. Julio Sabido broke down the new measures. Those incoming regulations will come into force on October twentieth and will remain in place until the end of the year. Here's Dr. Sabido on SI Number 119.

"From now up to December 31st, 2021, the restriction measures have been decided and will be implemented, provided that the population cooperates and adheres to the public health measures. In other words, these measures will depend vastly on the collective action or inaction of the people. The reason for deciding and putting these measures up to December 31st, 2021 is to give some sort of certainty to the general population for planning. I want to make it absolutely clear that hospitals are not included in the definition of public buildings. In other words, you do not need to be vaccinated, you do not need to present a vaccine card and you do not need to present a negative test when you are seeking or accessing healthcare. So these restrictions, the ones I am going to name right now, are going to last up to December 31st, 2021. The curfew remains from nine p.m. to four a.m. Restaurants, saloons, diners and other similar establishments are allowed to operate. They may offer dining-in services by reservations only, but for no more than fifty percent of the seating capacity and for fully vaccinated persons only. Restaurants that have proper ventilation or a restaurant that has, an open-air restaurant or an outdoor restaurant, or an alfresco dining restaurant that is allowed to operate may offer dining in services by reservation only for no more than seventy-five percent of its seating capacity, with fully vaccinated persons only."

SI mandates new policy for tour operators/guides and entry requirements for foreign visitors

The current COVID-19 regulations under Statutory Instrument No. 119 include specific requirements for foreign tourists entering Belize via the Philip Goldson International Airport (PGIA). The provisions also extend to tour operators and tour guides who must be immunized to provide their services to tourists.

Foreign tourists must make necessary arrangements and reservations with an approved tourism establishment (gold standard hotel) before arriving in the country. Every visitor must produce documentation of such reservations to the immigration officer. If a foreign tourist cannot deliver this documentation, they may be denied entry and required to return to his port of origin at their own expense. If unable to return immediately, they will be put under mandatory quarantine at a government-designated facility at the person's own expense. This will be for a certain period and at the direction of the current Quarantine Authority and applies to anyone testing positive for the virus as well.

Another requirement is that individuals shall submit to testing regardless of vaccine status against COVID-19 if they do not provide a negative PCR test taken within 96 hours or a rapid test within 48 hours before traveling. However, a child below the age of five is not required to present a PCR or other test for COVID-19 upon arriving in Belize via the PGIA.

Although land borders with Mexico and Guatemala remained closed, visitors entering the country via the land borders will be administered a COVID-19 test at their own expense. The Ministry of Health and Wellness advised that no external PCR or rapid tests will be accepted. Visitors also need to provide proof that they are staying at a gold standard accommodation.

A Belizean returning to Belize at any land port of entry will be allowed entry if that person can prove that they are a Belizean or Belizean permanent resident and is cleared via a COVID-19 test. The person can also be allowed entry if they are returning from abroad with proof of having received urgent medical care, is a Belizean student or permanent resident student, is a resident Belizean diplomat, is a foreign diplomat resident in, and accredited to Belize, is the holder of a valid work permit, is a consultant or specialist technician required to be in Belize to assist in an emergency or on a regular basis, or is a business person with investments in Belize.

The SI mandates that for any tour operator or tour guide to offer their services to tourists, they need to be immunized. According to the regulations, every tour operator and tour guide must present their vaccination card before accessing a tourist site. Failure to do so, entrance shall be refused to the tourist site.
