In our continued efforts to improve processing of land transactions at the Lands and Surveys and Land Registry departments, and to provide excellent service to all of our customers, it has become necessary to upgrade our Landfolio System. Accordingly, to guarantee that staff is familiar with the new Landfolio System, and can use/operate it efficiently, a series of training must be conducted.

Training of staff on the new platform will start on Tuesday, August 30, 2022, and conclude on Friday, September 9, 2022. During this period, although we have planned for business to continue at a moderate pace, given the unavailability of some of our staff, service to the public may be slow or limited. This is inclusive of the services offered at our district offices countrywide.

All offices will resume normal business on Monday, September 12, 2022.

The public is hereby reminded that the status of applications can be obtained via the ministry's website: https://naturalresources.gov.bz/index.php/track-instrument-2/

The Ministry of Natural Resources, Petroleum and Mining thanks the public for their understanding and continued cooperation. We apologize for any inconvenience caused.

Hon. Cordel Hyde, Minister of Natural Resources, Petroleum and Mining, today joined management and staff within his ministry for a Landfolio 7 Training. The Landfolio System is a land management software key to the daily operations of the Lands and Surveys and Land Registry departments. Officers across the ministry are being trained to efficiently operate the upgraded system, which is expected to improve the processing of land transactions and, therefore, the customer experience.

Learning the New Landfolio

The Lands Department will be seeing some changes that will make everyone who uses their services a lot less stressed. They will be upgrading their Landfolio system which will in turn lead to speedier and more efficient services.

And to ensure that the staff at the Lands Department can operate the system, they will take part in a series of training sessions that started today and will end on Friday, September 9th.

On the first day of training, the IT Manager at the Ministry spoke more about the benefits of the system.

During the training period, some staff at the department will be unavailable so service to the public may be slow or limited. They will resume normal business on Monday, September 12th.

Land Services at Department of Lands to Drastically Improve

Two hundred employees from the Ministry of Natural Resources are currently learning the software. When the new system does come online in the next few weeks, it is expected that the issues of backlog that prevent services from being completed in a timely manner, will be resolved.

Nelda Tulcey, Chief Executive Officer, Ministry of Natural Resources

"Basically it entails permission to survey, transfer of lease, purchasing of national land. Those are processes we can use Landfolio to streamline those processes so that those can be done in a much faster manner than what it is being done currently."

Paul Lopez

"And that would be how this would improve services for Belizeans, correct?"

Nelda Tulcey

"Yes, definitely cause most of the time you will hear the public saying that their instruments have been in different cues and it has been stuck in their for weeks, or months, or in some cases for years. So, we want to improve on the services we offer here particularly to the public and Belizeans generally to be able to provide that service at a faster pace and a more accurate and reliable manner."

Ministry of Natural Resources Call on Belizeans to Conduct First Registration

And, with the upgrade of the Landfolio system, now is a good time to conduct your first registration process, if you have not done so as yet. For those who may not be aware, Belizeans owning land within declared compulsory land areas are required by law to declare their ownership with the Land Registry. Currently, the Orange Walk and Corozal Districts make up the majority of compulsory land areas in the country. One benefit of engaging this process, as the new Landfolio system comes online, is the additional protection from incidents of land duplication.

Nelda Tulcey, Chief Executive Officer, Ministry of Natural Resources

"There is also the issue with respect to the first registration. What the law requires for us to do we do not have sufficient man power to get that done. So, that is the reason why we have started this project where we do request or we are asking for first registration to be done so that we can update our system to reflect in those registration areas, the declared areas, so that we have all the records pertaining to the parcels in those areas. And then, when it comes to the undeclared areas, then our system will show where it is a private land, it is going to be reflected there. It is not that this new Landfolio will fix that problem, but we are hoping that eventually it will allow us to update our system so that we have completely accurate and comprehensive information. We do not have a hundred percent registration in any of the declared areas. So, for those areas particularly in the north, Belize District, and a portion of the south, the land owners there if they have not done their first registration there they should come and do that so we can have that information in our records. Then, that would contribute to us ensuring that we do not have that duplication."
