He is referring to local vodka. However, Absolut and Stoly are available all over. And yes, you can bring your own.

Having a fondness for vodka martinis, I also covered these bases in 99. My plan was to pack some vermouth soaked olives and pick up a bottle in the duty free in Houston (or maybe it was Dallas) on the way down. Oddly enough, Stoli or Absolute was more expensive there than I would pay here in Minnesota. I did it anyway. I then found out I could have gotten it down there at the grocery store for not all that much more. I decided it wasn't worth the effort. The bottle I did buy, I didn't drink much of after I discovered Belikin. Unless you are really tied into it, is it really worth the effort of safeguarding that bottle in the luggage? Regardless, have yourself a great time.
