Two questions:

1. We will be arriving in Belize City at 1:15 pm on a flight from Houston. Will there be enough time to get through customs and take a cab to the swing bridge to catch a water taxi out to San Pedro?
2. We arrive on May 24th, which is Commonwealth Day. Is this a significant holiday and will we find businesses closed?

sisnam you will be ariving at the internationl air port you need to take a taxi to belize city .. add $20 us .. if you like boat rides [can be very wet ]or you want to save some money take the boat.if not take the tropic . air or maya air .I think the boat is to long and not worth it.. my opinion only .. what ever you do have fun you will love sanpedro ..go live the dream and enjoy life ..

Yes you will have enough time. Last boat is at 4:30. I would guess they would still be running on Commonwealth Day but maybe a local could confirm?

Yes, the boats run every day, even holidays.
