I have been in the Basil Jones, Robles and Coconut Coves/Beach (North of Rocky) at least 6 times in the last month. From Basil Jones Resort, where the last cut is in the reef, to Rocky point it does get tougher to travel due to the reef rock, especially at lower tide times. On a couple occasions we traveled outside the reef through the cut and in our boat it was quite a ride and certainly a wet one. An option, if the cost of gas isn't a real issue, is to go up the back side of the island, through the Boca Chica River, and back down from the north side. You skip the rough waters outside the reef and can hit the Rocky Point area from the north side.
