Ah, once again we've failed to carefully read the question. H45 only asked if he can FISH from the shore or pier. The answer of course, is a resounding YES! You can!!
Catching, however, may be another story. Sometimes you do, sometimes you don't. But, lest we forget, catching is not always the reason for or desired result of fishing. The very act, in and of itself, can be its own reward, or, in some cases, simply the reason to be out there alone, enjoying the day. The occasional pesky pescador pecking at one's terminal tackle might well be an unneeded and unwanted distraction to an otherwise peaceful process, no?
In that case, simply any old rod and reel filled with semi-castable line will work just fine. A suitable nut (the bolt kind) or just a worn rock with a hole in it, heavy enough to keep a slight bend in your rod, will suffice quite nicely--and save money on bait, unless required as a prop.
Unless you really want to catch fish. Then the above replies are excellent bits of advice.
