Press Release - Government Press Office, Belmopan - August 1, 2011 - The Board of Trustees of the University of Belize announces the appointment of Dr. Cary F. Fraser as President of the University of Belize. Dr. Fraser's appointment follows the recommendation of a search committee, and is effective today, Monday, 1st August. He is the first UB president to be appointed after such a process.

Dr. Cary Fraser is a historian of International Relations who has written extensively on American foreign policy in the Caribbean and the wider world, the history and politics of race in the United States, the Caribbean, and the broader Atlantic World, and the contemporary international relations of the Middle East and the politics of Islam. His work has been published in Canada, the Caribbean, the UK and the United States.

He obtained his B.A. in History from the University of Guyana, the Diploma and M.Sc. in International Relations at the Institute of International Relations at the University of the West Indies, St. Augustine, and his Ph.D. at the Graduate Institute of International Studies of the University of Geneva, Switzerland. He has held fellowships from the Swiss Federal Government, Cornell University, the Social Science Research Council in New York, the John D. and Catherine T. MacArthur Foundation of Chicago, the University of Rochester, and has been a Visiting Fellow at the University of Maryland and Princeton University.

Dr. Fraser has pursued a multi-faceted career as a high school teacher, a researcher on indigenous and other populations in the Mazaruni area of Guyana, and a project officer for the Caribbean Conference of Churches working in both Guyana and Suriname. He has also served as a Human Rights Observer for the O.A.S. in Haiti.

Dr. Fraser comes to the University of Belize from the Pennsylvania State University where he taught in the Departments of African and African American Studies and History. He had also served as the Director of the Africana Research Center.

He is the author of Ambivalent Anti-Colonialism: the United States and the Genesis of West Indian Independence, 1940-64 (Greenwood, 1994).

Dr. Fraser was born in Guyana in 1955. He is married to Pearl Fraser, and they have a daughter, Ayesha.

An official installation ceremony is scheduled for 24th August, 2011, at the University of Belize's main campus in Belmopan.

The Board of Trustees also, on this First Day of August, joins with members of Administration, Faculty, Staff and Students, in acknowledging the 11th Anniversary of our National University which was established on the 1st Day of August 2000. Happy Anniversary UB!

UB: Prestigious President Installed

Eleven years ago, in August of two thousand - the modern incarnation of the University of Belize was born form the amalgamation of the University College of Belize, the Belize Teachers College, the Bliss School of Nursing, the Belize College of Agriculture and the Belize Technical College.

The jury is still very much out on whether the amalgamation benefitted or blighted those individual schools - but - as they say - you can't put the toothpaste back into the tube.

And so the University is moving forward, with its first non-Belizean President Dr. Cary Fraser, who was formally installed today. He is also the first president picked though a transparent selection process.

The 56 year old Fraser is a Guyanese who has studied, lectured and written scholarly papers all over the world, most recently at the Pennsylvania State University where he was a professor of African American Studies.

His academic record is indeed stellar - but now as President of a national university - he'll have to shape the vision of a university that's only 11 years old.

The weight of that responsibility was made clear when he was installed today at the UB gymnasium in Belmopan:

With this act, this process of deliberating the future direction of our national university, and selecting the best person to lead the destiny of this institution is concluded. Dr. Frazer, a symbol of your authority and responsibility is the silver medallion of the University of Belize, which is presented to you by His Excellency, Governor General Sir Colville Young."

"The solemnity of what is occurring this morning in these proceedings reflects not just the traditions of Presidential Inauguration. It is also a symbol of the awesome responsibilities that UB President Elect will bare for the next 5 years."

Dr. Frazer, our only request to you is that you work diligently at putting UB further along the path toward leadership in all these ways."

"There is need to increase access to tertiary level education. But how do we pay for it? The Government is currently subsidizing the cost of tertiary education significantly, so that the costs are maintained artificially low. In fact, it is ridiculously low. Please be assured of our commitment to maintaining this funding for tertiary education. However, the situation demands that we explore smarter and better ways of increasing access and making it affordable."

Dr. Fraser was installed today but has been in office for some weeks before that...
