After having an appliance get fried and paying for a repairman visit; a "Line Monitor" was suggested to us; is that what you are referring to?

Correct, or as they are someties sold here in Belize as "hurricaine power" protectors. They protect against high and low power fluctuations.

I did not know what was happening the times when the lights dimmed and my stove started screeching. A message "Bad Line" kept flashing.
Now I know to throw the main switch in the panel box and go around and unplugged everything before I flip the switch back on.
It would have been nice to know this before my stuff fried.
BEL determined that the problem was at our roadside power pole (not far from the bridge) so it was not far reaching.
