San Pedro businessman thought to be US fugitive arrested

A local businessman, one Ricardo Caveras, general manager of the Ambergris Caye office of Coldwell Banker Real Estate, was arrested today by San Pedro police, along with officers from the police department in Lower Southampton, Pennsylvania, U.S.A. and the U.S. Embassy.

Caveras, alias Richard D. Cover, Jr., is wanted in Pennsylvania for parole violation, security fraud and other fraud related cases under that name, in addition to pending investigations on other fraud cases.

A detective from Lower Southampton, who identified Caveras and alerted the FBI in Pennsylvania, told our island source that, “Cover is a number one scumball who has ripped off many people’s life savings.”

Caveras is also said to have lived in Panama under the name “R.J. Erwin” and in Costa Rica under another alias before coming to Belize. He had been living and working in San Pedro since last year.

He is also said to be being investigated for bigamy, supposedly for having one wife in Belize with one child, and another in the U.S. with whom he has triplets and another child for a total of four children in the US.

The accused businessman has said that he is a Belizean citizen, born in Orange Walk to a Belizean mother who migrated to the U.S. shortly after his birth, but he is said to have entered Belize on a U.S. passport and said nothing about having Belizean citizenship.

Ricardo Caveras

An American fugitive was arrested in San Pedro on October eighteenth. According to our friends at [#%!].com, Ricardo Caveras was arrested during a joint operation between the San Pedro Police Department and the security officer from the U.S. Embassy. Apparently, Caveras has different arrests warrants pending in the United States under different aliases. While using the name Richard D. Cover Jr., Caveras has racked up warrants for parole violation, security fraud and other fraud related cases. Prior to coming to San Pedro, Caveras lived in Panama and Costa Rica under different aliases including R.J. Erwin. Caveras has only been living in Belize for one year, and it seems that he has been quite busy. He found a job as Property Manager and as General Manager for Coldwell Banker Real Estate on Ambergris Caye. He may have added one more crime to his list, and the latest one is for bigamy. Apparently Caveras, in twelve months, has fallen in love, gotten married and became a father while he is still married to a woman in the U.S. with whom he has four children, including triplets. Caveras also claims to be a Belizean Citizen who was born in Orange Walk. But Pennsylvania police say his mother has never visited Belize.

Makes you wonder how he got his paperwork - work permit, etc. It sure isn't easy if you are legit!

Any response from Coldwell Banker.....?? Some type of press release or reassurance that business has not and will not be affected???.......

RJ was the manager of the building that is adjacent to our property. When their septic system acted up, he just had the workers cut the lines and drained the effluent into the ground behind the condos for several weeks. As this was very close to our well, we now have a poisoned, useless source of very septic, fouled, water that is not even suitable for watering the plants.
When asked to fix the problem, his response was that the owner was cheap and would not fund the repairs.
Eventually,a new leech field was built and placed 22 feet from our well...further devastating the water quality.It actually is brown now with an overpowering fecal odor.
Of course BWS benefitted by getting another customer, but this situation still stinks(pun intended).
I went to the Health Minister with a video and she promised to look into the matter several months ago to no avail.
I am intimidated to go to the SPTB with a complaint because somebody will have issued a permit for this to happen and I don't want to have an official angry with me.
Any suggestions on this ??

Sorry for the rant, but this explains the dicey behaviour that has been happening next door.

Any and all advice by the long termers would be helpful.

Local businessman under investigation

Online reports of the arrest of local businessman Ricardo Caveras spread wildly on Monday October 18th. The unconfirmed reports were that Mr. Caveras was arrested by the San Pedro Police Department, in conjunction with officers from the Lower South Hampton Pennsylvania police as a result of outstanding arrest warrants in the United States for parole violation, security fraud and other fraud related cases under the name of Richard D. Cover Jr.

Online searches have revealed countless articles that lead to the question of Mr. Cover's character. A telephone interview with ASP Arnold of the San Pedro Police Department revealed that the San Pedro Police Department did in fact detain Mr. Caveras as a result of information received from international sources. According to ASP Arnold, Mr. Caveras was transferred to Belize City, where he was being interview by Intelligence Officers. Among the investigations were questions of Mr. Caveras' nationality, as he claimed to be Belizean. ASP Arnold further informed that after Mr. Caveras' arrest, the department subsequently learnt that he might have been wanted in the United States.

While there are many allegations made against Mr. Caveras, aka "R.J. Erwin / Richard D. Cover Jr.", Belize's officials handling the case were reluctant to neither confirm nor deny any of them. A follow up with the United States Embassy proved to be a dead end, as officials from the agency are not at liberty to discuss any information regarding any US citizen without the written consent of said individual. The Embassy was reluctant to confirm whether Mr. Erwin is or isn't an American Citizen. To answer that question, The Sun was instructed by the Embassy to contact the investigating officer.

A telephone conversation with Sgt. Fitzroy Yearwood, Police Press Officer, confirmed that Mr. Erwin was indeed arrested and is being detained pending an ongoing investigation. He told The Sun that, "until a formal charge has been made against Mr. Erwin, the Police Press Office is not at liberty to discuss the details of the case."
