We will be visiting San Pedro, again in February 2015. There has been some contradictory evidence about fishing licenses. I would like to fish off of the resort’s dock/pier - is a license required?
Ok this is from a good friend who fishes a lot....
To fish off a pier, no fishing license required. License only required for commercial fishing. A captain’s license is mandatory however for anyone manning a boat.

Generally you need a license, but they only check boats that fish. The fishing guides have licenses. There is no problem with fishing off the hotel dock. Our guests do that all the time and we have never had a problem.
