There is a notary at town hall we used for our US documents a few years ago. They were accepted. There is also a law ofice by Tropic Air, the block with Sancas Realty, across from the school. Also Sally Pinkerton can do it.
It can also be done in Belize City. If you contact Xunan Perez Novelo she can arrange it all for you.
Notarize.com is a very good online option.
If you are a California citizen and if it is real estate related it must be done by the embassy.
