Women want the seat down just becuase they want it that way. Men put the seat down because, with a man and woman in the household, chances are 75% that the next usage will require it. If there is beer in the house, it drops to 30%.

The seat and lid need to be down because the dog and cat will try and drink from the toilet and fall in.
Why are we always blamed?? It's just logic.
