I've stayed at Jaguar Reef a couple of times and have stopped by a few other times. It's a pretty good place. Attractive rooms in duplex cabanas, pool, restaurant, okay beach.
Town? Hopkins is barely a village. Restaurants there are pretty basic, mostly in people's homes, but the prices are good and the Garifuna people in Hopkins are wonderful.
There are several new resorts that have opened here just in the past few months. Lots happening here (by remote Belize standards), with many lots sold and a number of vacation homes under construction.
The sand fleas can be pretty bad at times in this area.
As to tours, the obvious ones are Cockscomb, snorkel/dive trips to the reef and to Red Bank to see scarlet macaws.
