Perhaps it is the attitude that if you left something out carelessly, you must not want it and therefore it has become a gift. ;-)

We put things on our fence that we did not want or just in front and every thing went. I wanted to place the children there but the wife would not have it.

lol. In our Philly neighborhood, we call that "urban recycling" and find it quite convenient.

People have been stealing sand for 100's of years.
One small gale comes through and puts it all back.
As long as your not using a dumptruck with an excavator it ain't stealing.
Even then it would only take a week to fill in again.
Sand from the beach is free.

On the other hand, If you have a fancy concrete turtle baby killing seawall with stolen sand behind it I could see where you might get vexed if someone stole your stolen sand.
