Are you suggesting the town jail offers all-inclusive facilities? Because if so I don't think it does - in my experience they don't offer food even it you DO pay for it, and I haven't seen them organise any trips yet.

San Pedro Jail is more an adventure in neglect and debasement.

...how about San Pedro business association and Belize tourism try a one-shot all inclusive. Call San Pedro ONE resort..free taxi(plus tips)...have one eating area...perhaps Lions Den where restaurants can showcase their products. We all know if you can get them to come once...they WILL return!
