I believe Martin was referring to being independent of local utilities - the idea of a satellite internet connection, etc. Perhaps it is not all that related to the power outage, but we love these tangential rambles and playful hijacks, so kindly allow us to continue.
The fair access plans for the satellites limit the amount of traffic/volume you can use in a particular time-frame (per subscription). If you exceed that limit, your download and upload speeds are modified to a mere trickle. After a while your service will return to normal, but every time you exceed a certain allotment, you get shut down. It's most risky for those with a yen for U-tube and movies. If you listen to podcasts or live-stream audio, you can choose a "low bandwidth" option and still get good reception - this will help avert the FAP-ing that can make cyber-life so difficult.
I rather enjoy BBC World service podcasts, and use the low-bandwidth option with no problems.
