If it's light enough so you can swim with it I can understand. The road North of Mata Chica this morning has water three feet deep, muck and wet road extend to La Perla. La Perla and Portifino have their Beach blocked so it's pretty much a no go for residents North of that.

There is no paved road in the area noted by Elbert.
The paving stops about two miles south of the area he notes as being deeply under water.

After the rain this AM, forget about the road if you are trying to get North of El Pescador and are in anything but the highest lifted cart or full size truck.

The above mentioned "holes behind Capricorn" are all but impassable. If you know EXACTLY where to traverse them and drive through them SUPER SLOW/with the UTMOST care, you might make it.

(and lets hope everything UNDER the new road is not being washed out as we speak.)

I don't know the reason that area (behind Capricorn) was skipped over in terms of paving, but until some serious, legitimate fill is put in place there, the paved road north of there is virtually worthless.

Seriously, unless you know exactly where best to drive (or have someone take off their shoes and walk the lakes ahead of your cart, which I see prudent folks doing) you're going to get stuck.

We are staying a CocoBeach and would like to bike to town on a paved surface, we can ride down to Capricorn but that is far as we can go. I think we can make it over to the beach via a road at Capricorn, does anyone know how far down the beach we need to go to pass the flooded area? Are there other zones that are flooded where we will have to go back to the beach?

You should be able to take the beach from Capricorn area south until you get to an easement on the north side of Grande Caribe. If you follow that easement it will take you back to the road.

Wilske, Beachfront residents and resort seem to be at war with beach traffic. Posts, flowerboxes wire and all manor of obstacles have been placed so that it's impossible to make it in a golfcart and hazardous on a bike. The area your describing (behind Capricorn and Pescador) is particular difficult.
